Therefore,the 19th National Congress of the Communist Party of China made a significant judgment that the Chinese economy has shifted from a stage of high-speed growth to a stage of high-quality development,The "Suggestions"passed at the Fifth Plenary Session of the 19th Central Committee of the Communist Party of China further regard high-quality development as the development goal and fundamental direction of the "14th Five Year Plan" period,pointing out that the theme of promoting high-quality development should be the main theme of economic and social development during the " 14th Five Year Plan"period,and the "14th Five Year Plan" period is the stage of accelerating the implementation of high-quality development in China.The 20th National Congress of the Communist Party of China further emphasized the need to adhere to the theme of"promoting high-quality development",clarified that "high-quality development is the primary task of comprehensively building a socialist modernized country",and pointed out that "without a solid material and technological foundation,it is impossible to fully build a socialist modernized country".In such a social context,the degree to which highquality economic development is achieved is directly related to various fields of human social development,such as politics,culture,ecology,etc.But so far,the long-term difficulties faced by the Chinese economy are still difficult to effectively overcome,such as the dual urban-rural structure still existing and restricting economic development;There is still a gap between regional urban-rural development and people’s income levels;There is a significant difference between factor endowment and development potential;Wait a minute.These issues have constrained the development of
