Young Pioneer counselors are close friends and guides of children and teenagers,ideological and political workers of the Party,and are in a cooperative position in the strategic work of basic education in the new period.The establishment of a scientific and long-term team of off-campus Young Pioneers counselors is conducive to the initial establishment of the Young Pioneers’ socialized education system,and is of great significance for promoting the reform and innovation of Young Pioneers’ work.At present,China is in the stage of comprehensively deepening reform,and under the background of social and economic transformation,the Young Pioneers group presents some characteristics different from the past,which brings certain difficulties to the construction of the Young Pioneers counselor team.With China’s relevant policies,the work of off-campus Young Pioneers counselors has also ushered in new opportunities and challenges,so how to form a scientific and long-term development of the off-campus counselor team construction mechanism needs to be deeply explored.Based on this,it is an important proposition that needs to be solved urgently at present to clarify the existing problems in the current construction mechanism of the off-campus Young Pioneers counselor team,analyze the causes of the problems,and put forward countermeasures to optimize the construction mechanism of the off-campus Young Pioneers counselor team.In this study,the literature research method,questionnaire survey method,case study method,interview method and other research methods were mainly adopted.Firstly,through reviewing a large number of literature,the current research status of the construction mechanism of the Young Pioneers counselor team outside the school is clarified.Then clarify the core concepts of off-campus Young Pioneers counselors,team building,and mechanisms.At the same time,the necessity of optimizing the construction mechanism of the team of Young Pioneers outside the school was elaborated.From both theoretical and practical aspects,it is demonstrated that this study has certain feasibility.Secondly,the study is designed based on the purpose of the study,the survey object,the survey content and the method are determined,and the general survey and case survey are further prepared.Thirdly,the questionnaire survey method was used to investigate the current situation of the construction mechanism of the off-campus Young Pioneers counselor team in 200 primary schools in Hebei Province,and the case study method was used to investigate the current situation of the construction mechanism of the off-campus Young Pioneer counselor team in L primary schools.The results of the survey are: the selection procedures and standards of external counselors are not perfect,and the selection subjects are diverse;Lack of complete training mechanism,but rich training content and form;The assessment mechanism for the construction of the team of external counselors lacks overall planning;There is no allowance for external counselors,and most of them respect and recognize their work.Then,combined with theoretical guidance and interviews,it was found that the sensitivity of school teachers to excellent external resources took the characteristics of the school as the main content of the training of external counselors.Recognizing the importance of off-campus counselors to the all-round development of Young Pioneers is a positive reason for the current impact on the construction mechanism of the team of off-campus Young Pioneer counselors.lack of overall design and planning of the recruitment procedures and standards for the external counselor team;The training system for off-campus counselors is not perfect;The assessment process for external counselors is a mere formality in implementation;The lack of comprehensive incentives for off-campus counselors is the main reason for the problems in the construction mechanism of the off-campus Young Pioneers counselor team.Finally,based on the results and cause analysis of the general survey and case investigation,suggestions for optimizing the construction mechanism of the team of off-campus Young Pioneers counselors are put forward:improve the selection and employment mechanism and rationally allocate personnel;Pay attention to ability training and improve comprehensive quality;Comprehensive scientific evaluation to optimize team building;Strengthen policy implementation and improve incentive mechanisms.It is hoped that these suggestions can provide reference and reference for the scientific and sustainable development of the construction of the Young Pioneers counselor team outside the school,and help the comprehensive completion of the Young Pioneers socialized education system.
