| The drug problem has serious social harmfulness.Drug control is a complex and systematic project,which is the common responsibility of the whole society and brings great challenges to national governance.The fourth Plenary Session of the 19 th CPC Central Committee focused on the modernization of the country’s governance system and governance capacity,and proposed to build a social governance community in which everyone has his or her share of responsibilities,responsibilities and benefits.Drugs governance is the inherent meaning of national and social governance.As the most basic unit of drug control work,grassroots drug control practice enables the implementation of national drug control work goals.In this process,it is necessary to rely on the market,society,autonomous organizations and the public to take joint actions.Collaborative governance is not only an effective way to achieve multi-subject cooperation,but also provides a path for exploring the law of cooperation and measuring the synergy effect.Based on this,this article focuses on the research theme of grass-roots anti-drug collaborative governance,and analyzes the grass-roots drug control practice of Huamei Town in Nanzhou City.Specifically,this article mainly discusses the following aspects.First of all,a preliminary overview of the drug control practice of Huamei Town in Nanzhou City,followed by an analysis of the participants of grass-roots drug control.Besides,this article takes SFIC model as the analytical framework to discuss the basic factors of the collaborative governance of drug control in Huamei Town from the aspects of starting conditions,facilitative leadership,and institutional design.Second,the collaborative process of drug control in Huamei Town includes face-to-face dialogue,trust building,commitment to process,and sharing understanding an so on.Above all,the face-to-face dialogue between government departments mainly occurs through various meetings of the Huamei Town Drug Control Committee.While the face-to-face dialogue between the government,enterprises and social organizations usually involves visiting,propaganda,or organizing mobilization meetings.In addition,the work of the anti-drug control team has established a communication channel between the government and someone with the history of drug use.Next,the process of trust building is a major part in the collaborative process between the government,social organizations,and enterprises.At the same time,commitment to process is embodied in multiple aspects such as interdependence,joint control,and the pursuit of common interests.Finally,different government departments involved in the coordination process have their own mission and goals,so the sharing understanding on drug collaborative governance is still relatively vague.Third,discuss the overall effect of collaborative drug control in Huamei Town of Nanzhou City from the aspects of phased results and evaluation of collaborative results,and discover problems in the process of collaborative drug control in Huamei Town of Nanzhou City,such as the lack of synergy among multiple subjects,the deficiency of effectiveness of the collaborative process,and the lack of coordination mechanism.Fourth,in view of the problems existing in the collaborative governance of drug control in Huamei Town,some suggestions are as follows.First,to enhance the synergy of multiple subjects through government guidance,such as,strengthen the professional function of social organizations,enhance the sense of responsibility of enterprises to participate and broaden the channels of public participation.Second,to strengthen coordination and improve the effectiveness of the collaborative process,including improving working methods and building trust relations,clarifying common goals and promoting the normalization of cooperation,strengthening supervision and evaluation to balance the interests of multiple subjects.Third,through optimizing the institution,enhance the adaptability of collaborative mechanism.It mainly includes building an effective communication mechanism of multiple subjects,improving the grass-roots drug control mechanism.Through the study of drug control practice in H town,the possible innovations of this paper are as follows.First,this paper breaks through the limitations of the single perspective of previous research and carry out the research from the perspective of public management.The SFIC model is used to analyze the current situation and problems of multiple subjects cooperation in the practice of grassroots drug control.So it provides a good theoretical basis for the issue of drug control at the grassroots level.Then,taking Huamei Town in Nanzhou City as an example,this paper collects more concentrated and abundant empirical data,and has a clearer understanding of the anti-drug collaborative governance at the level of grassroots society.Besides,according to the the unique point of the case,this paper puts forward the corresponding optimized measures to solve the existing problems.It will provide experience for the practice of grassroots drug control in other cities in China. |
