The Public Policy Research Of Chinese Census Register Management

Public policy is the action rule and project of the public affairs which the government deal with within the public field. Chinese census register management as a fundamental public policies has founded Since the beginning of the establishment of the state, and has been effecting the economic development and the people's lives for thousands of years. Chinese census register management has made its own systems and formed its characteristics after the improvement and evolution for thousands of years. The gradual deepening of the socialist market economy and the boosting of the reform in political and economic fields have made the abuses of the Census Register Management gradually emerging, which has the brand of the planed economy and the binary division in the urban and rural region. These not only artificially pick up the division , but also bring more problems to the public security department when they manage the census register. The reform of the census register management are urgently required.In this paper, we use the theory of public management and public policy to introduce the evolution of the census register policy and the form of the existing Chinese census register policy. By the vertical and horizontally analysis of the historical and western census registration system , we summarize our country census register management's shortage. Since 2001, the State Council appropriate broaden the management of census register. As a result, the localities have launched the reforms. By comparing several typical urban census registration management system innovation cases, we summarize the problem in reforms. Finally, several policy recommendations are proposed to provide a view to the reform of Chinese census registration management.
