Case Study Of The Policy Department Implementation “Woke Relief Policy” Pilot In Sichuan Province

During the 14 th Five-Year Plan period,the government’s development strategy for rural areas was changed from poverty alleviation to rural revitalization.The work relief policy,which played an important role in the war of poverty reduction,expanded the relief mode in order to better respond to the new development needs of rural areas.The policy will be transformed into a comprehensive support policy integrating employment promotion,capital construction,emergency relief,income distribution,regional development and other functions.The state implements the new mode of work relief policy in the way of policy pilot,and the provincial policy department is the key subject connecting the preceding and the following in the implementation of the policy pilot,which has the dual characteristics of detailed decision-making of political executive management and first-level specific implementation.This thesis takes provincial policy authorities as the entry point,with a large amount of primary data and survey data,to summarize the interactive process of implementing policy pilot tasks at different administrative levels and the policy effects achieved under the leadership of provincial policy departments in Sichuan Province,which is concluded that a typical local public policy implement case-a case of the Policy Department Implementation“Woke Relief Policy”Pilot in Sichuan Province.Under the guidance of Mitt-Horn policy implementation system model,collaborative governance theory and SFIC model,through summarizing and refining relevant typical practices,this paper analyzes the theoretical basis for Sichuan Provincial policy authorities to organize and implement the policy pilot implementation tasks and the positive impact on policy implementation.Carefully explore the “horizontal-vertical” communication mode within the government,the value appeal of the policy itself,the characteristics of the actuator,the policy system environment,the implementation input resources,the multi-subject implementation,the preference of the policy executor,the policy target group orientation and other factors on the influence of the policy implementation.Understand the policy the basic logic of the " middle " is running,explore the practical path to improve the implementation efficiency of work relief policy and give better play to the policy effect,supplement and enrich the governance theory of the bureaucratic administrative organization system,and inspire the implementation ideas of other rural revitalization policies.Through the case study of the policy department implementation“Woke Relief Policy”pilot in Sichuan province and following the research idea of“three-element analysis method” of resources,subjects and target groups,this paper draws inspirations to improve the implementation efficiency of the public policy and maximize the effect of the public policy: Provincial policy authorities are key subjects in policy implementation,and their behavior of organizing and implementing policy pilot tasks is a key link in policy implementation.Provincial policy authorities should pay attention to strengthening policy authority,establishing multi-subject coordination mechanism,and adhering to the policy target group orientation.,to transform policy paper into reality at a lower cost to better achieve the policy purpose,public interests,response social problems.
