As the most basic level of the national government,the township government is responsible for the final implementation of the national policies among the people,and the grass-roots civil servants are the backbone of the township government.The stability of the grass-roots civil service team directly determines the effectiveness of the work of grass-roots organizations.At present,the number of grass-roots civil servants in China is huge,accounting for 60% of the total number of civil servants.The main source of grass-roots civil servants is the recruitment of civil servants and the transfer of staff in other institutions.The working environment is poor,and the work welfare is quite different from other civil servants,so the grass-roots civil servants bear great pressure,and the overall turnover rate is high,which seriously affects the stability of grass-roots civil servants.From the perspective of the current loss direction of grass-roots civil servants,the main loss of grass-roots civil servants is to find jobs in state-owned enterprises and banks,and some of them are seconded by county-level units or choose to start their own businesses.These jobs have certain advantages over the work of grass-roots organizations in some aspects,and the loss atmosphere of grass-roots civil servants is spreading in grass-roots organizations,which has a great impact on the development of grass-roots work.It can be seen that how to maintain the stability of the civil service team in the context of the new era is an urgent problem to be solved by grass-roots organizations at present.This research takes grass-roots civil servants as the research object,and uses theories such as psychological expectation and job satisfaction to explain the relationship between psychological expectation and perception level,job satisfaction,and turnover tendency.It also verifies the impact mechanism of perception level and job satisfaction in the process of psychological anticipation affecting turnover tendency through empirical data.The research results show that there is a significant positive relationship between psychological expectation and turnover tendency,perceived value and job satisfaction play a significant intermediary effect,and the intermediary effect of job satisfaction is stronger than perceived level.Based on the results of empirical research,this paper proposes to improve the problem of mass loss of grass-roots civil servants through psychological expectation intervention,psychological capital management and other means.This study has a good guiding effect on the management of grass-roots civil servants by relevant organizations.
