The Mechanism Of Effectiveness Transformation Of Dibao System Advantages In People’s Livelihood Governance

The Communist Party of China(CPC)pointed out in Report to the 20th CPC National Congress that we should persist in safeguarding and improving people’s livelihood in development,focus on solving the people’s urgent difficulties and worries,and better transform China’s institutional advantages into the effectiveness of state governance.Dibao system is related to the basic life of people in need,food and clothing,and it is the basic institutional arrangement to protect people’s livelihood.It bears the purpose,mission and development concept of the Communist Party of China(CPC),and embodies the institutional superiority of safeguarding and improving people’s livelihood in China.In recent years,China has made continuous efforts to help the weak,effectively improved the lives of people in need,and significantly improved the effectiveness of Dibao system in people’s livelihood governance,but its transformation mechanism remains to be explored.Based on the current goal of benefiting the people and improving the effectiveness of people’s livelihood governance,it is of great significance to explore the transformation mechanism of people’s livelihood governance effectiveness of Dibao system.By selecting typical cases and making qualitative analysis based on grounded theory,this paper refines and constructs the transformation mechanism model of people’s livelihood governance effectiveness of Dibao system,and refines and discusses its constituent elements and intrinsic logic.It is found that the transformation of Dibao’s institutional advantages into the effectiveness of people’s livelihood governance follows the logic of "the goal of all-round protection is driven by traction→ the support of integrated and diversified governance structure-the smooth and effective operation of governance process → the realization of people’s livelihood governance effectiveness".In the effectiveness transformation mechanism of people’s livelihood governance in Dibao system,the trigger-driven mechanism is composed of authority blessing,policy conduction and system adjustment,aiming at providing the basic guarantee for the needy people to maintain their basic livelihood.The leading integration mechanism consists of integrated collaboration and integrated governance,with the structural orientation of generating Dibao governance synergy by integrating multiple elements;The adaptation improvement mechanism is composed of program specification,resource guarantee,technical empowerment and incentive constraints,and the process orientation is to promote the advanced governance of Dibao through adaptation improvement.Organic rhythm of triple transformation mechanism promotes the improvement of service effectiveness,the optimization of rescue ecology and the strengthening of people’s livelihood security,and embodies the people-centered value logic,the unified and standardized institutional logic according to law,and the practical logic of anchoring the functional orientation of bottom-up security to develop low-income governance.We should focus on the following three aspects to promote the transformation of Dibao institutional advantages into the effectiveness of people’s livelihood governance.Firstly,give full play to the potential energy driving effect of the leadership authority blessing mechanism,promote the effective connection and nesting of policy transmission mechanisms,make overall plans to promote system optimization and standard adjustment,strengthen the traction driving of the Dibao system to guarantee the target,and improve the target traction.Secondly,consolidate the collaborative foundation of hierarchical docking and departmental cooperation,create a governance ecology of party building leading and multi-participation,consolidate the leading integration of Dibao governance integrated multi-structure and enhance structural support.Thirdly,promote the precision and linkage of key links,realize the timeliness and sufficiency of resource guarantee,promote the intelligence and humanism of technology empowerment,enhance the adaptability and long-term effectiveness of incentive and restraint mechanism,steadily promote the effective operation and adaptation improvement of Dibao governance,and enhance the process improvement.
