The Advantage Of The Party’s Overallleadership System And The Transformationof Governance Effectiveness

The Fourth Plenary Session of the 19 th CPC Central Committee proposed that the overall leadership system of the Party should be regarded as the fundamental system of the socialist system with Chinese characteristics and an important part of improving the leadership system of the Party.At the same time,it also put institutional construction and governance capacity building in a more important position,and the strategic task of "better transforming China’s institutional advantages into national governance efficiency".This is of great significance for better exerting the advantages of the Party’s overall leadership system in the practice of national governance and further consolidating the Party’s overall leadership and ruling position in the new era.The thesis adheres to the basic position,viewpoint and method of Marxism,uses the method of literature research,the method of combining theory with practice and the method of multidisciplinary research,and transforms the advantages of the Party’s overall leadership system and governance effectiveness into the research object.On the basis of defining the core concepts of the advantages of the Party’s overall leadership system and the effectiveness of governance,the internal relationship between them is clarified.It reveals the advantages of the Party’s overall leadership system and the manifestation of the governance efficiency.The Party’s overall leadership system has the obvious advantages of the political unity of cohesion and integration,the organization and coordination of the deployment and implementation of the system,always adhere to the close contact with the masses,efficient execution,and the party’s overall leadership system has the governance efficiency of maintaining political stability,concentrating the heart and gathering the strength,aiming at the goal and gathering the strength to steer the direction.This thesis analyzes the factors that restrict the transformation of the institutional advantages of the Party’s overall leadership into governance effectiveness,including the institutional construction factors,institutional identity factors,institutional execution factors,and the operation factors of the horizontal and vertical linkage mechanism of the transformation of institutional advantages and governance effectiveness.Aiming at the transformation of the advantages of the Party’s overall leadership system into the constraints of governance effectiveness,this thesis puts forward some countermeasures,that is,strengthening the construction of the Party’s overall leadership system is the basic premise of the transformation of governance effectiveness.Strengthening the Party’s overall leadership system recognition is the internal requirement of governance efficiency transformation;Improving the execution of the Party’s overall leadership system is the key link of the transformation of governance effectiveness;Constructing the operation mechanism of the Party’s overall leadership system is the core medium of the transformation of governance effectiveness;Finally,construct the strategic support for the transformation of the party’s overall leadership system advantage and governance effectiveness.
