| Promoting the modernization of China’s governance is inseparable from the system research on the field of grassroots governance.The great cause of socialism with Chinese characteristics is developed along the overall layout of "five-in-one",of which social construction is an important part.While social governance is the coordination of various relationships in social construction,involving governance content such as resource allocation,which also determines that social governance needs to deal with various complex relationship.The grassroots level is responsible for the task of bridging the "last mile",which is related to the overall promotion of the governance modernization.At the same time,the institution is the fundamental basis of governance and the "intermediary" to achieve efficient governance.Therefore,under the goal guidance of pursuing governance effectiveness,it is necessary to study the institutional advantages of social governance at the grassroots level to highlight governance effectiveness,which is not only a theoretical review and practical examination of social governance,but also an era topic to be explored to meet the necessity of governance.The decision adopted at the Fourth Plenary Session of the 19 th CPC Central Committee systematically presents the institutional map of "the rule of China" for the first time,and requires "Transforming China’s Institutional Advantages into State Governance Effectiveness".The "Institutional Advantage-Governance Effectiveness" transformation proposition provides a novel perspective for understanding the grassroots social governance.Socialism with Chinese characteristics is the theoretical and practical theme of the Communist Party of China since the reform and opening up.The research on the institution effectiveness transformation of grassroots social governance needs to be carried out in the context of socialism with Chinese characteristics.The value trend of grassroots social governance is to achieve good governance.As a complete theoretical system,the research on the transformation of the institutional effectiveness of social governance at the grassroots level with Chinese characteristics involves two main dimensions,namely,the current situation and the problematic aspects of transformation.Firstly,this paper attempts to answer the question "What is the basis for transforming the institutional strengths of grassroots social governance into governance effectiveness? Why should the institutional strengths of grassroots social governance be transformed into governance effectiveness? Is the institutional strength of grassroots social governance transformed into governance effectiveness? How are the institutional strengths of grassroots social governance transformed into governance effectiveness? What is the logic of transformation?" Secondly,this paper attempts to answer the question "What are the shortcomings of the transformation from institutional advantages of grassroots social governance to governance effectiveness? What are the causes? How to optimize?" The paper will focus on the above questions one by one."What is the basis for transforming the institutional advantages of grassroots social governance into governance effectiveness" is essentially to answer the first question "What is it".By combing the development process of the theory of institutional advantage governance effectiveness in the context of socialism with Chinese characteristics,expounding and analyzing the theoretical and value compliance of the institution-effectiveness transformation of grassroots social governance,and then clarifying the basis of the institution-effectiveness transformation of grassroots social governance as the logical starting point of the research.Why should the institutional advantages of grassroots social governance be transformed into governance effectiveness? Is the institutional advantages of grassroots social governance transformed into governance effectiveness? The research content involved is "the logic approach and effectiveness of the institution-effectiveness transformation of grassroots social governance",which essentially answers the first question of "why" and indirectly supports the question of "what".Why should the institutional advantages of grassroots social governance be transformed into governance effectiveness? Through the analysis of China’s institutional advantages in different dimensions,the study found that adhering to the "party’s leadership" and "people-centered" and constantly pursuing "practical effectiveness" is its inherent essence.China’s institutional advantages provide a profound macro background for promoting the institution-effectiveness transformation of grassroots society.Based on this premise,the institutional advantages of grassroots social governance are systematically analyzed under the drive of institutional functions and policy objectives.The study found that the Party’s leadership institution and the mass line institution are the "two engines" leading the grassroots social governance.The institutional advantages of the two are the key to output the effectiveness of grassroots social governance.In addition,the governance objectives and tasks centering on the "three major battles" constitute the target system of system effectiveness transformation of grassroots social governance,and the demand for pursuing governance effectiveness is gradually strengthened.After clarifying the institutional advantages and target institution,through elaborating the actual effect,it demonstrates that the system advantage of grassroots social governance is gradually transformed into governance effectiveness."How does the institutional advantage of social governance at the grassroots level translate into governance effectiveness?" The essence is to answer the first question about "How to do".The research content involved is "the practical investigation of the institution effectiveness transformation of grassroots social governance" and "the institution effectiveness transformation logic of grassroots social governance".In the field of grassroots governance,the research method of case analysis is used to investigate the practice of transforming the advantages of the Party’s leadership institution into governance effectiveness,and the practice of transforming the advantages of the mass line institution into governance effectiveness.The former is mainly based on specific governance activities from targeted poverty alleviation to rural revitalization,focusing on "Party building leading" grassroots social governance.The latter is mainly based on the comparative analysis of the "straw burning ban" and "epidemic prevention and control" governance activities,focusing on the mass line to play a "cohesive force" to enhance the governance force.Through the analysis of the mechanism and effect of the practice process,it is found that collective action is promoted in the constant cohesion of the value consensus of the governance subject,giving play to the advantages of grassroots work under the logic of constantly strengthening "political potential" and "responsible politics" will help to build a community of social governance.Among them,"cooperation logic","sinking logic","absorption logic" and "value logic" are the important logic for building a community of grassroots social governance."Subsidence absorption" is the main feature of the governance mode under the current "government village integration" structure,which brings about new changes in the relationship between departments and blocks,and helps to form a governance pattern of coordination between departments and blocks at the grassroots level.At the same time,"good governance" runs through the practical process of the transformation of the Party’s leadership institutional advantages(mass line institutional advantages)into grassroots social governance effectiveness."The institution-effectiveness transformation logic of grassroots social governance" is the focus of this paper.The study shows that strengthening institutional self-confidence through institutional functions and implementing the responsibility institution driven by policy objectives are important driving forces for the institution effectiveness transformation of grassroots social governance.Only through the effective operation of the governance institution guaranteed by legitimacy,the working mechanism of comprehensive coordination,the governance mechanism of coordination between departments,and the result oriented supervision mechanism can the institution effectiveness transformation of social governance at the grassroots level be realized.The guidance of Party building,"people centered" and organizational guarantee are the effective paths for the institution-effectiveness transformation of grassroots social governance."What are the shortcomings of the institution-effectiveness transformation of grassroots social governance? Why? How to optimize? " Above contents try to answer the second question of "what,why and how to do".On the basis of the previous case analysis,combined with the research data,the transformation shortcomings were analyzed.The existing problems mainly focus on values,"black box of cooperation","ratchet effect",grassroots autonomy,and other aspects.Based on the problems existing in the transformation,the specific reasons for the problems were explored.The "transformation logic" finally need to be "implemented",focusing on the practical problems that need to be improved in the transformation,and putting forward "countermeasures and suggestions for optimizing the institution effectiveness transformation of grassroots social governance".Firstly,create an ideological atmosphere of institutional confidence.Secondly,innovate the realization mechanism of grassroots social governance community.Thirdly,improve the choice of grassroots burden reduction and empowerment institution.Fourthly,integrate "three governance plus three capabilities" to improve the capacity of grassroots social governance. |
