Research On The Mechanism Of Corruption Governance In Colleges And Universities Based On Grounded Theory

Higher education provides a powerful driving force for the development of modern society through the appreciation of human capital.After more than 70 years of development since the founding of the People's Republic of China,especially over 40 years of reform and opening up,Chinese higher education has become the biggest higher education system in the history of human education.However,due to the imperfect government management system concerning colleges and universities(in this dissertation,the research targets public institutions of higher education in China),irregular market restriction mechanism,inadequate social public participation,imbalanced internal governance structure,distortion of the power supervision system and anomie of main body of moral behavior result on corruption in colleges and universities,especially highlighted problems in key areas,major and group crime cases alarming continuously,which seriously restricts talents cultivation,scientific research and social service functions,cultural inheritance,and damages the intellectual property and public property,severely reduces the moral purity and social credibility,and seriously retards the pace of the construction of “world-class universities and first-class disciplines”.The severe and complex problem of corruption in colleges and universities reflects that the traditional mechanism of corruption governance in colleges and universities cannot meet the needs of the country and the public.Therefore,to build a new mechanism of corruption governance in colleges and universities is the fundamental requirement for colleges and universities to comprehensively govern the party with strict disciplines,the fundamental embodiment of “running higher education to the satisfaction of the people”,and the fundamental guarantee for building a strong country with an excellent higher education system.The regular mechanism of corruption governance in Chinese colleges and universities features the mechanism controlled by the government's main body(including the party and the state),that is,based on the status of the government as the organizer of the university,the corruption governance power is exercised through thegovernment and the party committee of the university as an extension of the government's political attributes to implement education,supervision,and punishment for the administrative power and academic power of colleges and universities,which ensures the rationalization of power structure and the standardization of power operation,and to achieve the corruption governance goal of power oversight.The sources of funding for colleges and universities are increasingly diversified,and multi-stakeholders are increasingly eager to participate in the corruption governance of colleges and universities from the perspective of higher education development.Under the guidance of governance theory,it deals with the interests of multi-stakeholders in colleges and universities,and builds a new mechanism for corruption governance in colleges and universities,which has become a “new frontier” for colleges and universities to fight corruption and promote honesty.Therefore,based on the perspective of governance theory and mechanism design theory,this dissertation took the mechanism of corruption governance in colleges and universities as the research object,and focused on the “representation,mode and cause of corruption in colleges and universities”,“the framework and the history of the mechanism”,“the composition model and the performance level of the mechanism”.The problem of the mechanism and suggestions for optimization was also studied.First of all,the governance theory and mechanism design theory were explained theoretically,so as to clarify that the mechanism of corruption governance in colleges and universities was the unity of “motivation system,control logic,rule supply and action framework”,and then the substantive connotation of each element was clarified.The governance motivation was deconstructed through external and internal environment of governance system,the control logic was deconstructed through the rationality and effectiveness of the power supervision and restriction,the rule supply was deconstructed through the rule generation and system,and the action framework was deconstructed through institutionalized governance under legitimacy logic,special governance under instrumental logic and participatory action under situational logic.Then,the historical process of anti-corruption in universities was investigated.In sequence of time series,the anti-corruption history in colleges and universities since the founding of the P.R.C is divided into five stages.(1)1949-1978,the anti-corruption stage of campaign style;(2)1978-1989,the anti-corruption stage of rectification style;(3)1989-2002,the anti-corruption stage of special style;(4)2002-2012,the anti-corruptionstage of system style;(5)2012-present,the anti-corruption stage of institutional style.The main background,manifestations and typical characteristics of corruption in each stage,and the governance content,the governance form,the governance method were described,based on which,the evolution characteristics of the mechanism was summarized: motivation system—from authority to reform,control logic--from power supervision to the balance of “supervision and restriction”,rule supply--from compulsory supply to negotiated supply,action framework--from campaign style to institutional style.Thirdly,based on the grounded theory of qualitative research methods,through semi-structured interviews and three-level coding,this dissertation figured out two specific mechanisms existing in the process of corruption governance in colleges and universities: bureaucracy governance mechanism and network governance mechanism.Then,the structure of the two kinds of mechanisms was discussed respectively,including the control,supervision,punishment,system construction and accountability of bureaucracy governance mechanism,as well as the trust,cooperation,restriction,technological innovation and cultural convention of network governance mechanism,so that the structural model of the governance mechanism was constructed.Fourthly,in view of the practicality of corruption governance in colleges and universities,quantitative research methods were used to further analyze the interaction between the bureaucracy mechanism and the network mechanism,and the impact on governance performance.Following the subject relationship of “network governance mechanism--bureaucracy governance mechanism--corruption governance performance”,the ideal state of corruption governance system was obtained through theoretical discussion and empirical analysis,that is,the complete system of corruption governance should be the integration of bureaucracy governance mechanism and network governance mechanism.Finally,based on the analysis of the evolution of the mechanism of corruption governance in colleges and universities,and on the basis of quantitative research,further analysis of the operational difficulties faced by the mechanism shows that,firstly,the orientation of the mechanism goal is eliminated in the internal and external collision;secondly,the synergy of the main body of the mechanism is weakened in the shaping of the system;thirdly,the legitimacy of the mechanism operation is split in the practical arrangement.Then,from the perspective of the integration and interaction ofbureaucracy governance mechanism and network governance mechanism,this paper puts forward some suggestions for optimizing the mechanism of corruption governance in colleges and universities.The first is to reshape the subjectivity of actors;the second is to enhance the integration of governance power;the third is to strengthen the synergy of governance process;the fourth is to focus on strengthening accountability,technological innovation and system construction;At present,the research on the mechanism of corruption governance in Chinese universities is just at the early stage.This dissertation discussed and designed the structure and operation mode of the mechanism of corruption governance in colleges and universities by using the framework of governance theory and mechanism design theory,which is exploratory.First,based on the perspective of governance theory,it is forward-looking to explore the corruption governance in Chinese universities.Second,from the system level of corruption research to the specific mechanism of corruption governance,it has certain pertinence;third,to put forward optimization suggestions,the qualitative research and quantitative research methods were synthesized in the study,which has certain practical guidance value.
