Over the past 40 years,the vocational education has achieved further development,cultivating a large number of technology talents for us.Economic development is accompanied by industrial adjustment and upgrading.secondary vocational education has become difficult to meet the country ’ s demand for high-level,high-level,and high-quality skilled talents.Vocational education faces more challenges,not only following the internal development requirements from quantitative to qualitative changes,but also meeting the high external requirements for talent cultivation.Therefore,it is necessary to organically connect secondary vocational education with higher vocational education,so that more secondary vocational students can improve their professional literacy through vocational education and become high-quality skilled talents.This is a key part of improving the modern vocational education system.This article is based on the understanding of the participation of A School in the practice of connecting vocational and secondary education in Anhui Province,and finds that there are many problems in the connection of vocational and secondary education.Previous research has focused on the integration of curriculum,teaching,and teaching materials,lacking a comprehensive grasp of policies for the integration of vocational and secondary education.Therefore,this article is based on the overall connection between vocational and secondary education,analyzing the current situation of enrollment,talent cultivation,teacher training,school enterprise cooperation,and financial policies in the connection from the perspective of policy implementation.It summarizes the development difficulties of vocational and secondary colleges and the common problems of poor connection between vocational and secondary education,and improves the level of connection between vocational and secondary education by optimizing policy implementation.Firstly,summarize relevant research both domestically and internationally,grasp research trends,clarify research ideas and directions,and define the concept of connection and policy implementation in vocational and secondary education.Explain human capital theory,progressive decision-making theory,and Smith policy implementation model,providing theoretical basis for problem analysis and policy recommendations.Then,questionnaire survey and interview methods were used to investigate the participation of A School in Anhui Province in the "3+2" segmented system of vocational and secondary education connection practice.Based on the factors that affect policy execution in the Smith policy execution process model,further analysis was conducted from four aspects: policy execution subject,target audience,policy execution methods,and policy execution environment,including enrollment,talent cultivation,school enterprise cooperation,teacher training,etc Problems in the implementation of fiscal policies.Finally,propose suggestions for optimizing the implementation of policies in vocational and secondary education.By improving policy content,enhancing the execution ability of policy executors,expanding channels for information exchange and feedback between executors and target groups,enriching policy execution methods,and coordinating the policy execution environment,we aim to enhance the level of policy implementation in the connection between vocational and secondary education,in order to achieve effective connection between vocational and secondary education. |
