The excessive academic burden of students in the compulsory education stage and the harm caused by this phenomenon are obvious to society.In this context,on July 24,2021,in order to further alleviate the burden of students in the compulsory education stage,the General Office of the CPC Central Committee and the General Office of the State Council issued the "Opinions on Further Reducing the Burden of Homework and Off-campus Training for Students in the Compulsory Education Stage"(hereinafter referred to as the "double reduction" and "double reduction" policies),hoping to effectively alleviate the burden of homework and off-campus training in primary and secondary schools,and fundamentally solve the problem of excessive burden on primary and secondary school students.From the perspective of policy implementation,this paper takes the Smith policy implementation process model as the theoretical basis,and uses the literature research method to understand relevant policies and related research at home and abroad.Then,five representative schools in Jinniu District were selected by questionnaire survey method to conduct questionnaire surveys of students,parents and teachers.The interview method was used to conduct multi-angle interviews with staff of the Jinniu District Education Bureau,students,parents,teachers and staff of off-campus training institutions in five schools.After investigating the implementation status of the "double reduction" policy in Jinniu District,it was found that the problems were: the way the policy was issued and the division of functions,the superficial implementation of the school,the doubts and incomprehension of parents,and the hidden mutation of off-campus training institutions refused to transform.Understand that the reasons for the problem are: the policy itself is too idealistic and the policy text is unscientific;Lack of harmonization and oversight of the executive agencies;The reason for the target group is the diversity and complexity,as well as the excessive extent of the target group to debug;The policy environment is the impact of the social and economic environment.In view of the above situation,combined with the theory of government regulation,I put forward some countermeasures and suggestions: starting from the policy itself,we need to fully grasp the scientific and forward-looking nature of the policy,and attach importance to the process assessment of the "double reduction" policy rather than just looking at the results;Starting from the executive agency,it is necessary to strengthen supervision and form unified collaboration among various departments,of course,appropriate assessment is also necessary;Starting from the target group,schools should return to the basic position of education,teachers should improve their teaching ability,and parents should establish correct concepts,and off-campus training institutions should also make a reasonable living instead of invisible mutations;Finally,starting from the policy environment,in order to create a good policy environment,it is necessary to reverse the way education is evaluated and establish an education system for lifelong learning.
