| The policy of "double reduction" is the most thorough,fundamental and comprehensive reform with the era significance carried out by the Chinese governance authorities to solve the long-standing ills in the field of basic education.Its essence is the process of realizing the maximization of social welfare by the government and other relevant public departments through the redistribution of basic education resources.Since the implementation of the "double reduction" policy,governments and other relevant public departments all over the country have actively managed a series of problems existing in the field of local basic education according to the policy requirements of "double reduction",and have achieved remarkable results in the rectification and supervision of off-campus training institutions,the improvement of school teaching quality and other aspects.However,the implementation of the "double reduction" policy is actually an extremely complex long-term project.The key to achieve the policy goal of "double reduction" is not only to break the "gradualism" of the previous relevant policy reforms,but to completely reverse the long-term illconditioned education system.More importantly,it is necessary to coordinate the interests of all parties involved in the process of governance and mitigate the obstacles to the implementation of relevant policies.Based on this,this paper attempts to take "double reduction" as a policy perspective,take J City of Shandong Province as a typical case,and use game analysis,case study and interview as research methods to analyze the necessity,current situation,practical problems and causes of the implementation of "double reduction" policy.It is found that,on the one hand,the implementation of the "double reduction" policy has achieved some results,mainly reflected in the following aspects: the phenomenon of wanton opening of off-campus training institutions and disorderly expansion of capital has been effectively curtailed;The school has realized the improvement of class and homework quality and the full coverage of after-school services;"Unwinding" is on the government’s agenda.On the other hand,under the background of the transformation of the old and new systems,new structural contradictions have been caused.First,after the comprehensive rectification of offcampus training institutions,new hidden dangers of educational equity have been caused.Second,the "comprehensive + individual" classroom design and after-school service are easy to be alienated into a new learning burden and exam-oriented education system due to various practical conditions after the implementation of the policy;Third,the implementation of the "double reduction" policy has not completely rid basic education of the "prisoner’s dilemma",excessive academic competition and educational anxiety still exist.The reasons are as follows: First,the uneven regional distribution of basic education resources leads to the rapid combination of off-campus training institutions,especially disciplinary training institutions,with public demand and other forms of capital after they are banned,resulting in the willfully expanded off-campus marketoriented education.Secondly,limited by the existing teaching resources and conservative educational concepts,the government and other relevant public departments are unable to achieve continuous reduction of the burden and improvement of the quality and efficiency of in-school education,and the comprehensive teaching model of "Education +" after-school service is also difficult to promote in the long term.Third,the one-sidedness of governance measures and the obstruction of talent circulation channels make it difficult to eliminate the utilitarian,short-sighted and blindly comparing educational culture and the current excessive academic competition.Based on this,the author puts forward some countermeasures,such as strengthening the supervision mechanism of off-campus training institutions,constructing a sound public service system of basic education,changing the leading education concept,and getting rid of the "prisoner’s dilemma" of internalization.It also constructs a governance framework with dynamic cycles of "from supervision to service to forward-looking" and "from forward-looking to service to regulatory",emphasizes the internal logical relationship between the three mechanisms of "double reduction" policy implementation,and promotes the continuous implementation of "double reduction" policy with the overall governance view of the system.It provides a certain reference for the continuous promotion of "double reduction" policy and the optimization of educational ecological environment. |
