| Food safety is a major basic livelihood issue,and it is related to the health and life safety of thousands of households and social stability.As an emerging business form in the Internet era,online catering has been favored by consumers with its convenience.However,due to the virtuality and crypticity of Internet transactions,with the continuous expansion of market scale and the increasing risk of online catering food safety,the traditional unified supervision with the government as the single subject can no longer meet the needs of governance,and online catering food safety governance is moving towards a new stage of multi-agent collaborative governance.In view of this,this thesis,based on the existing research of online catering food safety governance,takes the collaborative governance theory,risk management theory,and information asymmetry theory as the theoretical basis,and uses the literature research method,questionnaire survey method,interview method,and comparative research method to analyze the current situation of online catering food safety collaborative governance in China,and carries out a practical investigation on the collaborative governance of online catering food safety.It also analyzes the existing problems and its causes in the collaborative governance of online catering food safety.On this basis,this thesis compares and analyzes the practice of online catering food safety governance in developed countries,and puts forward approaches to optimize the collaborative governance of online catering food safety in China.At this stage,due to the influence of many factors such as the governance environment,the governance subjects and the governance systems,the existing problems in the collaborative governance of online catering food safety in China are mainly manifested in the low efficiency of government supervision,the poor performance of the responsibilities of platforms and businesses,and the insufficient participation of social forces in governance.In response to the above problems,it is necessary to optimize the collaborative governance of online catering food safety from four aspects,and ensure the collaborative interaction between multiple subjects while dealing with the problems of the government,online catering platforms,businesses and social forces,so as to achieve efficient collaborative governance.Specifically,the first is to establish the principle of collaborative governance including the social standard principle,the risk precautionary principle and the sustainable development principle.The second is to promote the participation of multiple subjects.It is necessary to give full play the leading role of the government,implement the supervision obligations of market subjects,and promote the active participation of social subjects.The third is to strengthen the legal guarantee of collaborative governance,which can be achieved by improving the laws and regulations on food safety of online catering,building a collaborative governance system,and improving the level of law enforcement.The fourth is to refine the implementation measures of collaborative governance,not only to strengthen the information technology support of collaborative governance,but also to improve the effectiveness of consumer relief. |
