| Expanding the investment space and optimizing the structure are among vital points of establishing a new development structure.They are also major initiatives,which is associated with an overall situation in 14th Five-Year plan period.As one of the troikas pulling the economy,investment plays an important role in social production.And the instruction of the key projects takes up a vanguard situation like"front-runner"for boosting investment.It has supporting effect for strengthening urban functions,promoting city hierarchy,and constructing an economy that can support a pattern of high-quality development,innovation impetus,modern industry,area harmony,resources distribution system,green ecologic,city governance,people’s blessedness.The overall setting of the rapid social and economic development,the adjusted and upgraded industrial structure,and the increasing diversified investors submits a higher and new claim to the modes of management and service.Thesis firstly combines the current research progress in project management,industrial function development and other related fields in China,defines the concepts related to key projects and integrated operation of the industry-city,and determines the object and framework of thesis.Secondly,thesis describes the project life-cycle management process from four aspects:project decision-making(packaging and planning)stage,design(approval and establishment)stage,construction(coordination and construction)stage,and completion(commissioning and operation)stage,and analyses the key factors of the role of government functions in project development.By sorting out project-related policy orientations at the macro level,the real-life dilemmas of local governments in China in project management are derived,and the necessity,representativeness and breakthrough of whole-life management of key projects in Qingbaijiang District are proposed.Finally,based on theoretical analysis and working practice,suggestions are made for optimising the whole-life cycle management of key projects in Qingbaijiang District.Thesis analyzes the government control,government service and industry guidance factors in the whole life cycle management of key projects in Qingbaijiang District from three aspects:necessity,initiatives and effectiveness,with the life cycle theory as the main analysis framework and based on the new public management theory and industrial agglomeration theory.It summarizes the operation of government functions in the whole life cycle of projects in Qingbaijiang District,refines and outlines a useful practice for local governments to promote project development to improve quality and efficiency,and forms a project management approach that can be promoted,replicated and accepted,which provides a reference for general county governments to implement project management. |
