Study On The PPP Mode Of Local Government Public Welfare Project Based On Full Life Cycle

With the further development of China’s new urbanization,the state and society have higher requirements for the quality of public goods supply and government governance,thus deepening the reform of local government investment and financing system is the top priority of urbanization development at this stage.In order to speed up the transformation of government functions,improve the operational capacity of local government projects,local governments continue to innovate project construction models in practice.Compared with the profitable projects of local government that have the user’s payment basis,non-profitable projects cannot produce stable income,and their investment and management rely on local governments,which brings huge challenges to local government funds and project management.How to construct and optimize the public welfare project mode of local government to solve these problems is the main content.The problems existing in the PPP model of the current public welfare project are taken as the starting point of the study.Based on the perspective of the whole life cycle,the public welfare project is regarded as an organic whole,and it is considered that the various stages of the project are inextricably linked.By analyzing the problems of Insufficient investment,excessive payment of expenditures,loose separation of work processes,and strong risklinked effects at different stages,four reasons are found: low project return attractiveness,unreasonable payment mechanism design,low project process management capability,unreasonable risk identification and distribution mechanism.In order to solve the dilemma of the construction of public welfare projects,key elements that the corresponding transaction structure elements,government payment elements,knowledge and technical elements and risk distribution elements in the PPP model are further identified,and appropriately arranged to solve the above four problems.Under the principle of PPP construction of competition and fairness,and reasonable distribution,risk,benefit sharing,efficiency and specialization of public welfare projects,the DBFOT models were constructed,it based on the whole life cycle perspective,and accompanying with the legal coordination and associated government accountability,interest coordination,incentive reward mechanism.Finally,the mode is verified through the project of sponge city(the Nan Ganqu area)in the Qingshan demonstration area of Wuhan,which is a practical and new field of the current construction requirements,and analyzes and proposes the existing problems.It is suggested that the whole life cycle PPP mode of public welfare projects is a very effective one,and the construction of the sponge city is also concluded because of the good results of this model.It attempts to break through the current construction model of local government public welfare projects and solve the common problems faced by local governments.Therefore,it is hoped to provide some reference significance for the optimization and improvement of local government public welfare project construction mode.
