Study On The Life Cycle Management Mechanism Of Local Government Key Projects

The construction of key projects is an important support for the high-quality development of regional economy.As China’s economic development enters a new stage,the management reform of local governments will continue to accelerate.The traditional management mode of key projects can no longer meet the needs of economic and social development.The governance of key projects by local governments will gradually transition from the fragmented governance of a single institution to the collaborative governance of multiple institutions."Putting the concept of full life cycle management through all links of the whole process of urban planning,construction and management" puts forward higher requirements for the management ability of local governments.In the context of the deepening development of e-government and digital government,local governments are also actively exploring new directions and new models for the management reform of key projects.Some prefectures and cities are exploring the establishment of a full life cycle management mechanism for key projects and have achieved some successful experience.However,most of them focus on the reform of administrative approval matters and the reorganization of the functions of government organizations.There are problems such as unclear management boundaries and unsmooth data sharing.In order to avoid the above problems and solve the problems in the traditional management of key projects,such as the low degree of cooperation of management subjects,weak supervision of management processes,inadequate implementation of promotion mechanism,imperfect supervision and assessment system,and lagging technology in the construction of information management platform,the S district government has implemented the full life cycle management of key projects,starting from the needs of the people and the sustainable development of key projects,It has integrated the "full life cycle" management process centered on service objects(the public and enterprises),promoted the system integration reform with management process reengineering,further promoted the transformation of government functions,enhanced the management innovation ability of local governments,improved the efficiency of government factor allocation,and pointed out the ideas and objectives of management innovation for building a higher-level intelligent government,It is an innovative management method of local governments in the construction practice of key projects,and also a powerful measure to gradually promote the development of project led government governance model.It has certain replicability and promotion significance.Taking the S district as an example,this paper takes the general situation and existing problems of the traditional management of local government key projects as the starting point of the research,compares and analyzes the old and new management modes of key projects,and comprehensively describes the main practices and specific measures of the S district government to innovate the life cycle management of key projects according to the ideas of building decentralized autonomous organizations,promoting system integration reform,establishing closed-loop management system,and strengthening supervision and assessment,It focuses on the analysis of key elements such as management mode,process reengineering and platform construction,summarizes the successful experience and Enlightenment of the full life cycle management of key projects of S district government,and gives countermeasures and responses to the existing shortcomings,so as to lay the foundation and clear the direction for optimizing the business environment,accelerating collaborative governance and building a smart government,To provide guidance and suggestions for the future project management ecological development of other cities and even the national local governments.
