The implementation of youth sports policies plays a crucial role in promoting the physical health of young people,improving their quality of life,and cultivating good sports habits.It is also the only way to transform policy goals for improving the physical health of young people into reality.Therefore,studying the implementation of youth sports policies is of great significance.This research conducts an in-depth analysis of the implementation of youth sports policies in Shanghai,focusing on the empirical investigation of Songjiang District as a case study.In the paper,the relevant concepts and theoretical foundations are clarified first,laying the groundwork for subsequent analysis.Secondly,the current status of the implementation of youth sports policies in Shanghai is comprehensively reviewed and analyzed,revealing the problems and challenges in the policy implementation process.Then,through empirical research methods,the experiences,dilemmas,and causes of the implementation of youth sports policies in Songjiang District are thoroughly explored.Based on this,successful cases from domestic and foreign cities,such as Beijing,Guangdong Province,and London,UK,are drawn upon to provide valuable references for improving the implementation level of youth sports policies in Shanghai.Finally,a series of recommendations for optimizing the implementation of youth sports policies in Shanghai are proposed based on the identified issues.The research draws the following conclusions:(1)From the perspective of policy characteristics,China’s youth sports policy features diversification of policy-making entities,deepening standardization of policy content,close attention to the physical health of youth in policy themes,and diversification of policy implementation entities.(2)The Songjiang District government has made some achievements in promoting the "home-school-community" linkage,but there are still issues such as the strong utilitarian nature and vague standards of the policy itself,insufficient coordination among the executing entities,inadequate understanding level of the target groups,resources for execution that need to be enhanced,and an execution environment that needs to be optimized.(3)The successful experience of implementing youth sports policies in developed cities at home and abroad lies in strengthening the multi-entity linkage of government-family-communityschool,guaranteeing the venues,facilities,and teaching force required for youth sports activities,and achieving resource sharing and joint responsibility.(4)Optimizing policy objectives and policy systems,improving policy execution entities,enriching execution resources,improving execution environments,and intensifying guidance for the target groups,are effective measures to enhance the execution effects of youth sports policies in Shanghai. |
