Research On The Implementation Of Registration Management Policy Of Shanghai E-sports Athletes

In 2003,the General Administration of Sport of China officially approved e-sports as the 99 th official sports event in China(later changed to the 78th),China’s e-sports industry has officially stepped into the growth stage from the tortuous development stage.Especially in recent years,Shanghai,Beijing,Xi’an,Chengdu have introduced e-sports related attraction and support policies,making e-sports industry become one of the most influential and potential industries in China.However,with the continuous expansion of the scale of the e-sports industry and the changing environment around it,e-sports is showing a situation of lack of standardization and professionalism,and the problems of "fake matches","gambling","transfer disputes" and so on are prominent.Based on the Shanghai E-sports Athletes Registration Management Measures released by Shanghai E-sports Association in November 2018,this paper starts from the four perspectives of the ideal policy,the executive subject,the target group and the policy environment in the Smith model.Based on literature analysis,in-depth interview,model analysis and other methods,the implementation status and existing problems of the policy are analyzed,and the reasons are analyzed.On this basis,the optimization measures for the registration management policy of e-sports athletes are proposed.The main content of this paper includes four sections: first of all,the thesis research background,significance,method,innovation points and difficult points,from "Smith model and its application","e-sports industry" and "e-sports athletes and its management",this paper reviews the three aspects of the Smith model and define the concept of the public policy,and introduces the applicability of the model in the paper.Secondly,the paper sorts out the development background of "Shanghai E-sports Athletes Registration Management Measures" and analyzes the current situation of Shanghai E-sports Association,e-sports club and e-sports athletes,as well as the attitude of the government and the public to the policy.Thirdly,through the interview with Shanghai E-sports Association and some policy stakeholders,it is concluded that there are problems in the current policy implementation,such as imperfect policy content,lack of information sharing mechanism of implementing subjects,low participation of target groups in the policy and constraints from political,economic and social cultural factors.And the corresponding from the ideal policy,executive subject,target groups and policy environment four points of view to analyze the reasons.Finally,based on the analysis of the existing problems and causes of the current policy implementation,this paper puts forward the optimization countermeasures to improve the policy implementation,which mainly include:drawing on the experience of the excellent traditional sports association,improve the content design of the policy itself,promote the construction of human resources and authority of the implementation subject,establish information connection and feedback mechanism,optimize the awareness and behavior of target groups,enhance the sense of policy identity,improve the environment for policy implementation and create a good ecology for policy implementation.
