| In the current environment of employment for all,youth entrepreneurship has in the context of deepening reform,youth entrepreneurship has become an important issue related to social and economic development.Successful entrepreneurship among youth groups can not only solve the problem of entrepreneurs 'own employment,but also provide more jobs,solve more employment problems,and thus achieve a balance of employment needs,reduce the social problems caused by unemployment,and create more social wealth.In order to protect the entrepreneurial behavior of youth groups,Hui'an County has introduced a series of entrepreneurship supporting policies for youth groups,which play a positive role in promoting the entrepreneurial enthusiasm and success rate of youth groups However,the implementation of the policy is not satisfactory because of a series of problems in the process of implementation.Using the Smith Policy Implementation Model,this paper combs the youth entrepreneurship policy in Hui'an County,and uses the methods of Literature Research,questionnaire survey and in-depth interview This paper probes into the problems existing in the process of implementing the entrepreneurship policy of the Youth Group in Hui'an County,such as the lack of a systematic policy-making system,the difficulty of coordination of the executive body,the lack of the entrepreneurial will and ability of the Youth Group,and the unsound supporting system of the policy implementation.Drawing on the relevant experience of representative cities in China,this paper puts forward pertinent optimization suggestions from four dimensions: idealized policy,executive body,Target Group and Environment Optimization of Policy Implementation It is expected that the current Hui'an County government will further improve the implementation of youth entrepreneurship policy to explore new paths,provide new reference to promote the implementation of youth entrepreneurship policy in Hui'an County. |
