| According to the report to the 20 th CPC National Congress,we need to improve the community-level governance platform,improve the urban and rural community governance system,and resolve conflicts and disputes at the grassroots level in a timely manner.Community governance is an integral part of grass-roots governance,and the effect of community governance is an important embodiment of the modernization of our governance system and governance capacity.The emergence of new rural communities is the product of the development of The Times.It is an important carrier to break the Urban-Rural Dual System and realize urban-rural integration under the background of new urbanization.In the process of governance practice,each region begins to explore the governance model suitable for its own characteristics,and the community governance model is developing towards diversification.At the same time,many scholars also began to explore the new rural community governance model,to promote and realize rural governance from the traditional rural management model to the new rural community governance model to provide intellectual support and reference.Shandong Province accurately grasps the pulse of The Times in the development process of new-type rural communities,brings the construction of new-type rural communities into the overall situation of social development,and takes the lead in the governance of new-type rural communities in China.In this context,this paper adopts the CLEAR model of participatory governance as the theoretical framework,takes the new rural communities in Shandong Province as the research object,and takes the governance model as the focus.This paper first interprets the influencing factors in Stoker’s CLEAR model of participatory governance,and then combines the model with the current situation of the governance of our new rural communities,clarifying the participating subjects corresponding to different influencing factors.On this basis,the theoretical framework of this paper is proposed.Through many field visits to several new rural communities in Shandong Province,three typical communities in Jinan,Qingdao and Dongying are selected to discuss their construction background,governance process and measures in detail.Then,according to the theoretical framework and concrete governance practice mentioned above,the construction of new rural communities in Shandong Province is summarized into residents’ active participation mode,community leading participation mode and administrative mobilization participation mode,and the specific characteristics and limitations of different modes are further analyzed.Finally,the corresponding optimization path is proposed according to the dilemma of different modes.Through the study of the new rural community participatory governance model,on the one hand,we can summarize the governance experience to provide theoretical guidance for the construction of new rural communities in other areas,and further avoid similar problems in the governance of new rural communities in the future.On the other hand,with the increasing number of new rural communities,more and more important role is being played in grass-roots governance.The research has certain reference significance for the promotion of the new urbanization and the modernization level of grass-roots governance. |
