Since the reform and opening up,the market economy in China has developed rapidly and the government has gradually decentralized.During the process,farmers have become the main body of rural social governance.Under the current system of China,the governance model for the countryside is "xiangzhengctunzhi(township government and village governance)" which in practice means that the rural society relied on village self-government.However,the characteristics of rural production and life style in China determined that farmers'social governance awareness was relatively weak,and their ability to govern had natural defects.It is difficult to rely on their own strength to modernize the rural social governance system.At the beginning of reform and opening up,the countryside took the lead in opening up,driven by policy dividends;under the leadership of the party organization,a large number of peasants contracted land to operate independently and accumulated certain rural development capital.However,with the gradual expansion of opening up,the individual economy of the peasants showed weakness;a large number of young and middle-aged laborers flowed to developed cities,and the countryside shew signs of fading.Rural social governance became a difficulty.China is a large agricultural country with a vast rural area and the rural population accounts for the vast maj ority of China's total population.The peasant group is the main constributer and participant of Chinese social activities.Rural social governance is related to the development,harmony and stability of the vast rural areas of China,and to the equality of rights and fairness between urban and rural areas.Government,enterprises,and social organizations are all important forces in rural social governance.The Fifth Plenary Session of the 18th CPC Central Committee put forward the vision of innovative,coordinated,green,open and inclusive development which guides us to deeply understand the predicament faced by rural social governance.Among the constituent elements of the pluralistic governance of rural society,central enterprise is an important force that cannot be ignored.Central enterprises have capital,talents and technological advantages,strong ability to withstand market risks,high political standing,strong sense of responsibility,and the ability to help farmers'collective economic development.Central enterjprises,with their own resource advantages,can participate in rural governance and help solve the practical difficulties in rural governance.The purpose of studying rural governance is to construct a scientific and efficient rural social rmanagement mechanism to ensure the orderly and harmonious development of rural economy,politics,culture,society and ecology.Actively exploring the participation model of central enterprises in rural governance helps innovate and transform the rural economic management system,promote rural industrialization,and increase farmers'income.It also helps promote the provision of public services,achieve scientific,stable,efficient and sustainable development in rural areas,and change the existing backward production and life style.The establishment and development of rmral collective economic organizations by central enterprises means that central enterprises and village collective economic organizations participate in rural governance together with township governments and village organizations,which helps create a new organizational governance model and expand the practice space of rural governance.It will ultimately help promote the development of rural economic,political,cultural,social,and ecological construction.The analysis of the participation of central enterprises in rural governance also enrichs the research content of rural governance and rural collective economy.Based on the theories of economics,political science,and sociology,this paper used field research methods and case analysis methods,taking China Xiwang Town as an example,to conduct central enterprises'participation in rural governance.This paper first introduced cooperation theory and multi-subj ect theory,and analyzed the collective economy in China.It also analyzed the advantages and needs of central enterprises to participate in rmral governance,and analyzed the position of central enterprises in rural governance as well as its potential ability to gradually improve the rural governance ecology,taking China Xiwang Town as an example.It analyzed the connotation,characteristics and mechanism of central enterprises' participation in the rural governance model,and finally summarized the revelation of the model.
