General Secretary Xi Jinping stressed in the report of the 20 th Party Congress,"the implementation of urban renewal action,strengthen urban infrastructure construction" "to take more initiatives to benefit people’s livelihood,warm people’s hearts,and focus on solving the people’s urgent problems,difficulties and expectations.In the context of urban organic renewal,improving the governance capacity and quality of urban old communities after transformation and promoting the sustainable development of urban old community governance are related to the construction of the governance pattern of China’s co-construction,co-governance and sharing society,and also the most direct manifestation of the effectiveness of grass-roots social governance.The transformation of old urban communities is a systematic project.The transformation is only the first step of governance.The follow-up long-term community governance is not only a key issue of concern to residents,but also a difficult issue in various governance work.After the renovation of the old urban communities,the community environment,living functions,public services and other aspects have been reasonably improved.However,if we do not pay attention to the maintenance and long-term governance of the old communities in the later period,and do not realize the scientific operation within the community,it will be difficult to permanently maintain the results of the community renovation,and cannot meet the growing needs of residents for public services.In addition,compared with the newly-built community,the old urban community has its own particularity.The old urban community has experienced the transformation from the unit-street residence system to the community system.The community has a large elderly population,weak infrastructure,complex property rights structure,and the community governance involves a wide range and diversity.The governance of the old urban community cannot be compared with the new commercial residential community,and needs to be targeted,So as to solve the problems faced by the current urban old communities in governance,and constantly meet the growing needs of residents for a better life.Community X in Chengdu is a typical old urban community.The community implemented the transformation and upgrading project at the end of 2017 to promote the organic renewal of old urban communities,and actively innovated the community governance model after the transformation,achieving certain governance results,providing a high-quality model for the study of community governance after the transformation of old urban communities.The research in this paper introduces the general situation of the transformation of X community in Chengdu and the main measures of community governance after the transformation through questionnaires and interviews,summarizes and analyzes the effectiveness and shortcomings of community governance after the transformation,and finds out the reasons from the three aspects of multi-agent co-governance model,institutional mechanism and capacity level,On this basis,this paper puts forward an effective countermeasure and suggestion to improve the community governance after the transformation of old and old urban communities in the new era: first,strengthen the leading role of party building on the premise of political embeddedness;Second,take coordinated development as the key to form a diversified governance pattern;Third,improve the governance system and mechanism with the goal of improving the system;Fourth,improve the ability of community service by means of optimization;The fifth is to build a community community with the guarantee of cultural embeddedness.It is of great practical significance to innovate community governance,continuously improve governance capacity and meet the needs of community residents for a better life in old urban communities after reconstruction.
