Research On The Practical Form Of Grassroots Consultative Democracy System In China

In the report to the Twentieth National Congress of the Communist Party of China,it was emphasized that deliberative democracy is an important form of practicing Whole-process people’s democracy throughout the process,and a strategic deployment was made for the comprehensive development of deliberative democracy by General Secretary Xi Jinping.The report of the 19 th National Congress of the Communist Party of China clearly stated that "consultative democracy is a unique form and advantage of socialist democratic politics in China" and "it is the true essence of people’s democracy".Against the backdrop of rapid socio-economic development,the enthusiasm of citizens to participate is increasing,and the demand for grassroots democratic consultation is also increasing.In socialist consultative democracy,grassroots consultative democracy is an important component,and its core concept is to allow the people to make independent decisions and stimulate their sense of ownership,thereby achieving democratic decision-making;Through effective communication and communication among different interest groups,members of society,and various social classes,consensus can be formed and put into practice.Promoting the democratization of grassroots governance,the democratization of national politics,and the modernization of governance in China has always been our pursuit.In China,the innovation of the practice form of grass-roots consultative democracy is marked by the launch of the Democratic Forum in Wenling,Zhejiang Province in 1999,and has been popularized and developed throughout the country in recent years.The grassroots consultative democracy system has evolved to this day,continuously gathering the wisdom of the people,enriching,developing,and innovating its practical forms,and playing a crucial role in grassroots society.However,there are still some difficulties and dilemmas in the development of grassroots consultative democracy,which need to be further studied and improved.Starting from the theory of grassroots governance and grassroots consultative democracy,this article summarizes and reflects on the practical forms and innovative achievements of grassroots consultative democracy system promoted in China in recent years,with party organizations,civil affairs departments,CPPCC organizations,township officials,community committees,and different stakeholders in towns and streets as the main bodies.It also summarizes and considers the problems and difficulties faced in the current practice of grassroots consultative democracy in China,In order to provide experience and reference for improving the development path of China’s grassroots consultative democracy system in the future,it is of great significance for solving the current difficulties in China’s grassroots consultative democracy practice and developing grassroots consultative democracy.
