Research On The Practical Situation And Optimization Countermeasures Of Rural Grassroots Consultative Democracy Institutionalization Development

China’s democratic political reform and economic development have reached a critical period.Promoting the construction of rural grassroots deliberative democracy has become an important policy for national development.Rural grassroots deliberative democracy is a vivid practice of grassroots self-government,and also an important part and effective form of socialist deliberative democracy construction.Under the new situation,how to develop rural grassroots deliberative democracy,promote the institutionalization of rural grassroots deliberative democracy,and create a harmonious and stable social environment for national development and rural construction is still an important issue in front of us.Since the reform and opening up,especially since the 18 th National Congress of the Communist Party of China,all rural areas have actively carried out practical exploration,insisting on more consultation when things happen,more consultation when things happen,and more consultation when things happen.Various forms of practice have been formed,such as democratic symposiums,villagers’ talks,villagers’ meetings,villagers’ Council,democratic consultative meetings,etc,Under the guidance of the top-level design of the Party Central Committee and the State Council,the rural grassroots deliberative democracy in China is increasingly moving towards the direction of standardization,procedure and institutionalization,but most of them are in the initial stage,and the degree of institutionalization is low,which restricts the development of rural democracy.Based on this,it is of great theoretical and practical significance to study the reality of the institutionalized development of rural grassroots deliberative democracy,the difficulties in the process of institutionalized development and how to promote the institutionalization of rural grassroots deliberative democracy.This study uses the methods of literature research,case analysis,Cite space,BICOMB software and other auxiliary tools to find out the current situation of the institutionalization of rural grassroots deliberative democracy,sort out the macro scope of deliberative democracy,observe the evolution of its research theme,master the current research frontier,and finally settle down in the socialist deliberative democracy,democratic democracy,democratic democracy,democratic democracy,democratic democracy,democratic democracy and democratic democracy In terms of deliberative democracy and institutionalization,it provides a technical support for this research topic.In addition,this study expounds the concepts of deliberative democracy,rural grassroots deliberative democracy and institutionalization,clarifies the research object,expounds the theory of deliberative democracy and governance theory,and provides a solid theoretical basis for this study.According to the different institutional basis of practice mode,this study divides the development of rural grassroots deliberative democracy into three types: institutional innovation,institutional improvement and institutional embeddedness,in order to find the same type of laws and commonalities,and selects the typical cases of different types,namely,Wenling democratic talk system,Xiangshan villagers’ talk system,Xiangshan villagers’ talk system Tianjin Baodi deepens the system of deliberative democracy at the grassroots level,which provides us with some reference and inspiration,and some ideas for optimizing the choice of countermeasures.However,the institutionalization development also faces some practical considerations: insufficient system supply,nonstandard system operation,and inadequate system implementation.In view of these three aspects of problems,this paper puts forward some optimization countermeasures.First of all,it makes clear that the party organization as the main responsibility,plays an integrated role of the party organization,and is led by the party organization at different levels.Secondly,from the perspective of process,we should strengthen the system supply,improve the laws and regulations,and pay attention to the middle-level system design;To standardize the operation of the system,we should start from the negotiation topics,negotiation procedures,negotiation subjects and other aspects to enhance the operability of the system.Finally,deepen the implementation of the system,establish and improve the supervision and accountability,system evaluation and other security systems,so that the rural grassroots deliberative democracy system can take root.
