In recent years,with the rapid and high-quality development of the economy,major changes have taken place in China’s economic and social development.Socialism with Chinese characteristics has entered a new era.Major contradictions in the primary stage of socialism have also changed with the development of the economy and society,The original contradiction has turned into a contradiction between the people’s need for a better life and the unbalanced and inadequate development of social production.The people have higher requirements for material life and higher pursuit for spiritual life.With the improvement of national quality,the majority of the people pay more attention to the maintenance of personal social rights and interests,the construction of a fair and just environment,education,medical care Housing and human settlement environment are in need of higher quality.However,there are still shortcomings in our development at present.The products and services provided by economic and social development cannot meet the people’s needs for a better life.In order to further enhance economic and social development,stimulate the vitality of market players,and improve the level of social productivity,the report of the 19 th National Congress of the Communist Party of China made important instructions on the reform of " Streamlining the Government,Delegating Powers,and Improving Public Services ",highlighting the need to innovate regulatory methods and efforts on the basis of streamlining administration and delegating power,We will optimize the implementation of the reform of " Streamlining the Government,Delegating Powers,and Improving Public Services ".In accordance with the definition of the reform of " Streamlining the Government,Delegating Powers,and Improving Public Services ",we will further promote "streamlining administration,decentralization,combination of decentralization and management,and optimization of services" at the grass-roots level of local governments.By building a service-oriented government that satisfies the people,we will transform government functions and optimize and improve the administrative system.The local government is the implementation subject of the reform of "Streamlining the Government,Delegating Powers,and Improving Public Services e",and plays an important role in the reform.Since the implementation of the reform of "decentralization,management and service",the government of Hongze District,Huai’an City,has focused on the reform of relatively centralized administrative licensing,strictly followed the provincial and municipal deployment requirements,comprehensively combed the list of administrative licensing matters in the whole district,and made great efforts to streamline administrative licensing matters,optimize the approval service process,and innovate the form of government service.In the process of promoting the reform of decentralization,management and service,Hongze District established the District Administrative Examination and Approval Bureau through joint consultation and functional transfer,and vigorously promoted the reform of " Streamlining the Government,Delegating Powers,and Improving Public Services " relying on this unit.In recent years,Hongze District has taken the reform of relatively centralized administrative licensing as the leading factor,built a new district government affairs service center,created a high-quality and high standard government affairs service hall,actively transformed the government functions through reform,realized the transformation from a management oriented government to a service-oriented government,further improved the satisfaction and sense of gain of the masses and enterprises,and promoted the high-quality economic development of the whole district to a new level.This thesis is based on the research on the main content of the reform of the government of Hongze District,Huai’an City,which specifically includes the implementation of measures in the reform process in three aspects: streamlining administration and delegating power,combining with delegating power,and optimizing services.The problems and reasons that still exist in the current reform as well as the relevant countermeasures are studied and analyzed.In combination with the experience and enlightenment of the reform of " Streamlining the Government,Delegating Powers,and Improving Public Services at home and abroad in recent years,aiming at the incomplete streamlining of administration and delegating power in the reform of Hongze District For the problems of inadequate supervision and service quality to be improved,specific countermeasures and suggestions such as strengthening system construction,standardizing supervision measures,and optimizing government services are proposed to help promote the reform of "Streamlining the Government,Delegating Powers,and Improving Public Services " in Hongze District in the future.
