| As China enters the stage of rapid urbanization,the urban population continues to expand and the urban space continues to expand.The rural areas adjacent to the cities have become the forefront of urban expansion.The main changes in this area are: agricultural land into urban land,into a city of agricultural registered permanent residence registered permanent residence,village living way into detached wing concentration living way,after the original all kinds of resources on the basis of decomposition,restructuring,has formed a the transition of rural and urban areas,urban and rural integration of the community.Processes such as "removing villages and living together","peasants going upstairs",and a large influx of foreigners have refreshed the spatial layout of communities at the fringe of urban and rural areas.Problems such as inefficiency have not been effectively solved,and it is difficult to meet the yearning of community residents for a better life.Urban and rural community governance is related to the implementation of the major policies of the party and the state,the vital interests of residents,and the harmony and stability of urban and rural grassroots.As the party’s grass-roots organization,the community party organization is the core of the leadership of community construction and governance,as well as the leader of various community affairs,shouldering the responsibility of promoting community development and improving the level and ability of community governance.In the context of economic transition and social transformation,in addition to inheriting the original historical logic and development path,community party organizations in the urban-rural fringe need to adapt to the changes in urban and rural social development and explore a new way for the party organization to lead the community governance in the urban-rural fringe.This paper chooses a representative community at the junction of urban and rural areas-Community C as the starting point to study the construction of Party organizations.On the basis of defining the core concepts and analyzing the theoretical basis,this paper expounds the necessity of strengthening the construction of community party organizations in the urban-rural fringe.On the basis of case study,this paper summarizes and analyzes the modes of Party organization construction in Community C,which are respectively the party organization governance mode of "party construction leading,three societies cooperating",the "four level" Networked party organization work mode,and the "three docking" party organization service mode.On this basis,it analyzes the achievements of the party organization in Community C: it has improved the political leadership,ideological leadership,mass organization and social appeal of the party organization.But at the same time,we also found that there are some problems in the process of building the party organization in Community C,such as: the team building needs to be strengthened,the operation mechanism needs to be further improved,and the governance ability needs to be further improved,which affect the role of the fighting fortress of the grass-roots party organizations.Finally,in view of the problems and deep-seated reasons existing in the construction of community party organizations in C,this paper puts forward countermeasures and suggestions to strengthen the construction of community party organizations in the urban-rural fringe: strengthening the management of Party organization team,forging the backbone of grass-roots party organizations;Improve the operation mechanism of Party organizations and promote the upgrading of grass-roots party organizations;We will optimize the governance system of Party organizations and improve the governance capacity of grass-roots party organizations. |
