Development Orientation Implementation Mechanism And Policy Planning Of Community Governance In The Urban-rural Fringe

With the rapid economic and social development,small and medium-sized urban areas continue to expand,all or most of the land of the villagers in rur al areas has been expropriated.The villagers have experienced the role change from villagers to "citizens",and the rural communities in the urban fringe grad ually have the characteristics of urban communities,resulting in the formation of urban-rural fringe.To a certain extent,the community in the urban-rural fr inge is a product of urbanization.Due to the particularity of its geographical l ocation and population structure,there are some problems such as the weakeni ng of community cohesion and the imperfect governance system.In this contex t,the urban-rural fringe community involves the interest relationship of multipl e subjects.Each subject realizes its own goal orientation and value pursuit,wh ich becomes the weakest and complex link in community governance and has brought many difficulties to community governance.The Fourth Plenary Session of the 19 th Central Committee of the Commu nist Party of China regards "adhering to and improving the social governance s ystem of co-construction,governance and sharing" as an important part of pro moting the modernization of national governance system and governance capaci ty.As an important part of social governance,community governance in the ur ban-rural fringe is a process of multiple subjects’ participation,cooperation and game.Therefore,we should give full play to the role of government,neighbor hood committee,social organizations and community residents,further strength en the important role of social organizations in community governance,and ac hieve collaborative governance.It is of great significance for the development of urbanization to study the community governance system in the urban-rural fr inge,which can provide reference for the community governance in the urbanrural fringe and promote the harmonious development of society.Based on the above background,this paper takes Ninghai Subdistrict Offic e of Muping District as a typical urban village sample,combing the previous r esearch results,through non structural interviews and literature research,and b ased on the SSCP analysis paradigm,investigates and analyzes the current problems and puts forward some suggestions to achieve win-win cooperation among multiple subjects of community governance.In this regard,the author thinks t hat there are many problems in the community of urban-rural fringe,such as b ackward management system,imperfect infrastructure and the weak participation consciousness of community residents.The author explores from the aspects o f community construction,residents’ autonomy,consultative democracy and soc ial services,and puts forward suggestions.Among them,increasing investment of government,strengthening team building of community workers,giving full play to the power of social organizations,enhancing the cohesion and sense of belonging of community residents will become an important measure to solve t he community governance in the urban-rural fringe.Therefore,it is of great si gnificance to study the development orientation,realization mechanism and poli cy planning of community governance.
