| With the advancement of urbanization,the government tends to construct many public projects to meet the increasing public demand.Yet when the government engages in constructing incinerators,substations,funeral parlors,communication base stations and other facilities,which have obvious negative externalities,nearby residents,with various forms,tend to strongly oppose.Although the construction of such public facilities is necessary,the surrounding residents are worried about such projects would have negative impact on their health,living environment,personal economy and community honor,so that all of them are reluctant to build those projects near their own homes and take actions to stop the projects.This phenomenon is called " NIMBY(Not In My Back Yard).” The " NIMBY conflict" is mainly characterized by opposition to the construction of potentially dangerous public projects,but those projects,which may bring " NIMBY conflict",are indispensable for the development of social economy.Most opponents do not deny the reasonableness and necessity of their existence,and they just don’t want to see those projects are constructed in the vicinity of their home.Throughout our country,from the PX project in Xiamen and Beijing,the Shifang incident in Sichuan Province to the Hangzhou Yuhang Incineration Power Plant incident,the “NIMBY” has become a risk source affecting social stability,putting a lot of pressure on social stability,and more and more public items have been trapped in the “Project engaging – People protesting-Project stopping “plight.Thus,it is particularly urgent to thoroughly study the laws behind the conflict.What kinds of conflicts are likely to occur in the process of local government public project construction? What causes these conflicts? What governance mechanism can be utilized to deal with?This paper clarifies the domestic and foreign scholars’ research on the problem of “NIMBY”,definites the connotation and concept of “NIMBY” and public projects,analyzes the causes of “NIMBY”,and summarizes the domestic and foreign scholars’ measures and ideas of solving the “NIMBY”.Taking comparative analysis,interviews,questionnaires,etc.,and through analyzing the group events induced by the incineration plant project in Lou ding Yun Fu,which resulted in the abortion of the project,we can analyze the reasons for the emergence of “NIMBY”,and find a way to solve the conflict from practice.On this basis,using the theory of social conflict management,integrity management,etc.The study proposes a governance mechanism for perfecting the conflict of adjacency: constructing a collusion mechanism for active negotiation,a sharing and compensation mechanism for compensation,establishing a co-construction mechanism for the participation of multiple parties in the society,strengthening the governance with legal protection,etc.,and cracking down the embarrassment of the “Project engaging – People protesting-Project stopping “plight when government promotes public project construction.With the acceleration of urbanization,the issue of the “NIMBY “is still inevitable in the future.The 19 th National Congress of the Communist Party proposed to build a social governance structure for joint governance and sharing.In response to the frequent mass incidents caused by the “NIMBY “,local governments should change the attributes of the “NIMBY “from the source of policy and build an interactive model of “co-negotiation and planning—joint participation in governance—benefit sharing” to collect social forces to co-govern the “NIMBY “and accelerate the formation of a new pattern of social governance. |
