Research On Network For Empowering The Disabled By Digital Literacy In Zhejiang Province’s H County

The digital technology is developing rapidly and leading the human society into a new stage which takes the use of the digital productivity as the signal.There are so many changes in this stage,such as bringing new labor methods,lifestyles,and service management methods,increasing the opportunities for the disabled to participate in production widely and enjoy life equally,promoting the government’s management and service to a new level and helping the cause of the disabled to achieve a new development.At present,external measures such as improving the construction of network infrastructure and implementing the digital reform of disability services have become important measures to promote the development of the cause of the disabled in various regions.However,it can not show the role of digital technology’s power for facilitation sufficiently.It is obvious that lead the disabled to use the advantages of digital technology,play full use of the subjective,and help them to develop themselves is the key to bridging the digital divide and promoting digital inclusion.Therefore,integrating the use of social resources and building a network that can realize the long-term improvement of the digital literacy for the disabled is not only the goal of further integration of digital technology and the cause the disabled,but also an inevitable requirement for the implementation of developmental policies for the disabled.First of all,I used the literature analysis method to sort out the cause transition process of the disabled in our country,the domestic and foreign research on digital literacy and the new digital divide,determined the research direction and the theme of this essay.Secondly,I searched and researched the relevant theories of the period of public management,chosen the ANT Theory and the Empowerment Theory to be the theoretical basis of this essay,tried to build a ideal network that can promote the improvement of the digital literacy for the disabled.Thirdly,took the H county in Zhejiang Province as an example to analyse and demonstrate the empowering network,used the interview method and the case study method to describe the network’s background,current situation,consequence,shortcomings and reasons.Last but not least,based on analysing for domestic and foreign literature about digital literacy improvement,the development experience of the disabled cause,propsing the the principle of people-centered,general symmetry and dynamics clearly,providing the ideas to perfect the network better which can satisfy the disabled persons’ needs and empower them by the way of improving the system and mechanism constraction,strengthening publicity,innovating training ways.
