Public health emergencies pose a major threat to people’s life safety and community economic development.In view of the uncertainty and dynamics of emergency material demand,how to coordinate the layout of emergency logistics network and rationally allocate emergency materials is an urgent problem to be solved.Based on this,this thesis studies the optimization of emergency logistics network layout and material distribution under public health emergencies.The specific contents and innovations are as follows.Firstly,the optimization of network layout in emergency preparedness stage is studied.Considering the hierarchical coverage level function and the optimization objectives of fairness and economy,a multi-objective stochastic programming model for location-allocation of emergency facilities without capacity constraints is constructed.According to the features of the problem,an improved genetic algorithm based on TOPSIS is designed.On this basis,the location-allocation optimization problem considering capacity constraints is further studied,and the corresponding optimization model is constructed.The robust optimization models are established for the two types of uncertain demand: random scenario and unknown demand distribution.Combined with the features of robust optimization model based on scenario,the corresponding solution algorithm is designed.Secondly,the optimization of material distribution in emergency response stage is studied.By analyzing the features of public health emergencies such as sudden and infectious,considering the factors such as order lead time and capacity constraints,this thesis constructs an infectious disease prediction model and a multi-period material distribution optimization model,and puts forward its corresponding multi-period adjustment framework.On this basis,considering the demand uncertainty and dynamic features,applying the model predictive control(MPC)theory,the improvement strategy of demand rolling prediction and material distribution is proposed,and the robust optimization model of multi-period emergency material distribution based on MPC is established.Finally,taking the layout optimization of medical emergency logistics network in Hunan Province and the distribution of emergency materials during COVID-19 epidemic in Changsha in early 2020 as examples,according to the actual survey data,the above model and its solution algorithm are applied to carry out the corresponding case analysis,and the optimization scheme and corresponding management enlightenment are obtained.The research results of this thesis have certain practical guiding value for the layout optimization of emergency logistics network and the rational distribution of emergency materials based on public health emergencies in China.
