Research On The Guarantee Mechanism Of Emergency Materials For Public Health Emergencies In Z City Under The Novel Coronavirus Pneumonia

Our country has always been an area prone to natural disasters and accidents,so we pay special attention to handling emergencies.In recent years,the emergency management system has become more and more complete,and the handling capabilities have been gradually strengthened.However,in the actual situation of disposal,it also revealed that the management of emergency material reserves still needs to be further strengthened.This paper takes the more typical emergency material guarantee mechanism for public health emergencies in Z city as the object,comprehensively uses the 4R crisis management theory,structural entropy method,fuzzy comprehensive evaluation method,and questionnaire survey method to investigate and research the emergency material guarantee.Theoretical analysis and empirical research.Assessing the implementation of the emergency material guarantee mechanism for public health emergencies in Z city,it was found that there were deficiencies in normal material preparations,wartime material preparations,personnel training exercises,and informatization.The main reason was the existence of material guarantee mechanisms.Defects,insufficient quantity of reserves and single methods,backward construction of information platform,low professional quality of personnel,weak degree of socialization of material reserves,etc.On this basis,the method to improve the operation process of the emergency material guarantee mechanism in Z city was explored.Based on the 4R crisis management theory,this article proposes suggestions for optimizing the operation process of the emergency material guarantee mechanism from the four stages of reduction phase,preparation phase,response phase,and recovery phase.It also proposes to improve the emergency material guarantee mechanism,implement technological transformation of material reserve capabilities,and training.Drills to improve the quality of personnel.The research in this article provides a feasible evaluation plan for the emergency material guarantee for public health emergencies,helps to optimize the operation process of the emergency material guarantee mechanism,and enhances the government’s ability to respond to public health emergencies.
