Research On The Supporting Policies Of Community Commercial Services In Changsha

Since the 19th National Congress of the Communist Party of China,with the changes in the main social contradictions in China,residents have put forward higher requirements for the development of community commercial services.Changsha community commercial services are still in the primary stage.How to effectively promote the construction of community commercial services through supporting policies and meet the increasing needs of community residents for community commercial services has become an important issue to be solved by Changsha municipal government.On the basis of combing the relevant research on community commercial services and clarifying the relevant concepts of community commercial services,this paper constructs a policy analysis framework for supporting community commercial services based on policy elements: policy subject,policy object,policy resources and policy operation mechanism.Through the analysis of the policy objectives and policy contents of the supporting policies for community commercial services in Changsha,we can understand the current situation of the supporting policies for community commercial services in Changsha,and analyze the problems existing in the supporting policies for urban community commercial services in combination with the interviews with community workers and community merchants in three communities in Changsha.The research finds that the policy contents of community commercial services in Changsha have defects,and the policy implementation effect is not good There are three problems of insufficient policy resources.The main reason lies in the insufficient realization of the functions of policy subjects,the inaccurate positioning of the needs of policy objects,and the lack of policy resource integration system.On this basis,the paper puts forward some suggestions to improve the supporting policies of community commercial services: in order to effectively strengthen the functions of the main body of community commercial services,it is necessary to clarify the responsibilities of the main body of the policy,enhance the "attention" of the main body of the policy,and establish a perfect organizational mechanism of the main body of the policy;In terms of paying attention to and understanding the needs of policy objects,it is necessary to strengthen the research on the needs of policy objects,establish a grass-roots policy participation platform,and establish a scientific beneficiary selection mechanism;In terms of strengthening the integrated supply of policy resources,it is necessary to promote the admission of social funds,promote the transformation of old community facilities and establish a scientific resource mobilization mechanism.So as to effectively promote the prosperity and development of urban community commercial services in China,and meet the increasing consumption needs of community residents.
