Research On Supporting Policies Implementation For Small And Medium-sized Enterprises Of Grassroots Government

Small and medium-sized micro enterprises are the source of national economic development,an important and main component of the socialist market economy,and play a decisive role in economic growth,stable employment,improvement of people’s livelihood,industrial restructuring,promotion of kinetic energy conversion,and promotion of reform and innovation.In recent years,governments at all levels have issued relevant policies to support the development of small and medium-sized enterprises,aiming at helping small and medium-sized enterprises and promoting their healthy development.The policy implementation process of "small and medium-sized enterprise policy" consists of three parts: policy development,policy enforcement and policy assessment,public policy implementation research is the most important link in the policy implementation process,and the implementation research of supporting policies for small and medium-sized enterprises has become particularly important.As the "last mile" of the implementation of various public policies,grass-roots governments play a decisive role in the implementation of the support policies for SMEs.This paper focuses on supporting policies implementation for small and medium-sized enterprises of grass-roots governments,taking the implementation of "professional,refined,specialized and novel" enterprise support policies as an example,using the Smith model as an analysis tool,combines the theory of government economic management function,and sorts out the implementation of the "professional,refined,specialized and innovative" SME policy in Y District,T City through the survey interview method and statistical analysis method,combined with the research visits and comparative analysis of "professional,refined,specialized and innovative" enterprises in the whole region in the past 6 years.It was found that the current "professional,refined,specialized and novel" policy implementation was found to be imperfect in policy content,lack of executive ability and weak awareness of target groups,and weak implementation environment.At the same time,from the perspective of the policy itself and the demands of enterprises,the reasons for the implementation of the policy are analyzed such as the defects of the policy itself,the shortcomings of the implementation of the policy,the insufficient environment for policy implementation,and target group lacks "professional,refined,specialized and innovative" spirit.In view of the above problems,policy implementation optimization measures are proposed: making up for the shortcomings of the policy,improving the implementation ability of policy implementation institutions and personnel,strengthening the awareness of target groups,and creating an excellent environment for the implementation of the policy.Through the writing of this paper,taking the implementation of the "professional,refined,specialized and innovative" enterprise support policy in Y District of T City as a case for diffusion analysis,the implementation and existing problems of supporting policies of grass-roots governments for small and medium-sized enterprises are analyzed and studied,and the policy implementation optimization measures are put forward through the analysis of existing problems,which provides certain reference value for the implementation and improvement of the policy,and proposes methods and suggestions for policy implementation.It will provide some reference for other scholars to study the policy field in the future,and pave the way for more mature research in the future.
