With the fast development of the economy and society, the urban aging situationis becoming increasingly severe. Because of the change of the family structure, thetraditional family supporting is faced with new challenges. The institution endowment,with the characteristic of “getting old before getting rich” and lack of money andresources, is also in difficulty. Therefore, in this case, the community householdsupporting is put forward and gradually put into practice in each district.Different from traditional meaning of the family support, living in home, andthe main life service from the children, the community household supporting is a kindof pension system which combined with the family supporting and the socialsupporting. The community household supporting with the community as the platform,integrates varieties of services in the community, in order to provide the services forthe olds. It is also an endowment based on the endowment insurance, with the familyas the core, and with the national policy as the guarantee. And analyzing “triangle”from the perspective of welfare triangle, no matter from the actual situation of theChinese government, or considering the China’s market, family or other aspects, thecommunity household supporting is the main pattern of the future endowment.In this paper, the theory of the welfare triangle, connecting with the public goodstheory in public economics and the social supporting theory in sociology are used.With the research method of literature analysis, the comparative analysis, theproblems the community household supporting may exist in depth are proposed.Through the analysis of the community household supporting situation in Tianjin, thepolitical suggest for the community household supporting in the perspective ofwelfare triangle are also put forward. The three elements: the government, the market,the NPO (Non-Profit Organization) in welfare triangle is emphasized to cooperate inthe work of community household supporting, in order to promote the development ofthe community household supporting, at the same time improve the life quality of theolds. Government should play its role in the aspects of legislation, supervisation,management and financing. Market should try hard in importing the private capitaland in the cooperation between the private endowment institutions and thegovernment. Finally, the NPO should offset the lack of the service resources and thepoor service efficiency of the government, and also should offset the lack of the highfee of the private endowment institution is put forward.
