Research On Supporting Policies Of Cold-chain Logistics Of Hai'an Government

Cold-chain logistics is a systematic project which is based on freezing technology and using refrigeration technology to guarantee product quality and reduce process loss.The cold chain logistics policy mainly refers to the standardized regulations formulated by the state and government departments at all levels regarding the development and planning of the cold chain logistics industry.Set goals for the future of the cold chain logistics industry,principles of action to follow,pushing behavior to lead,and specific guiding principles and related measures.In order to promote the healthy development of cold chain logistics industry,further strengthen the control of the cold chain logistics industry,from the state to the local government,relevant supporting policies have been issued for the development of cold chain logistics industry.In this paper,the policy on cold chain logistics of hai'an city was comprehensively analyzed.The author analyzed from the policy expected target policy implementation effect and so on,pointed out the problems of supporting policies of haian cold-chain logistics government.The author through issuing questionnaires to interview enterprises and other research methods,combining the relevant theories of public policy,learnig from the useful experience of cold chain logistics policy of domestic and foreign countries or regions,seeking problem sources and improvement strategy of local government from five aspects.One," Improve the effectiveness of government management,the policy aims at improving the competitiveness of the local cold-chain logistics industry";Two," Policies should define specific government functions";Three," Make policies more controllable,establish cold chain logistics management quantitative standard policy system";Four,"Rely on policies to promote the integration with foreign cold chain logistics enterprises,improve the competitiveness of the industry";Five," The policy is supported by a comprehensive and systematic safeguard system";Six," Adjust the supporting policies of cold chain logistics in an orderly way to ensure the continuity of time and space".The purpose of this article is better serve consumer demand,expand the development space of cold chain logistics.This article has very important practical significance,it also provides reference for county region city of Jiangsu Province.
