On Problems And Countermeasures Of Public Security Department In Dealing With Public Health Incident: Taking Guangdong F-city As An Example

Public health emergencies develop rapidly,have a wide range of social influence,and have the characteristics of sudden,unpredictable and lagging emergency rescue,which have a great impact on the society.Take the epidemic situation of COVID-19 as an example,it continues to bring threats to the lives and health of the people,an impact on the social economy,and hostile forces abroad use the prevention and control of the epidemic to incite the masses to infiltrate into China’s political,economic,and other ideological fields.as a result,China’s public security field is faced with complex challenges.The security of the country is half of the public security department.As the core department of maintaining the overall situation of public security,the public security department has its specific duties and missions.Under the overall concept of national security,public security organs must assume principal responsibility in the process of dealing with public health emergencies.In this social environment of diversified stakeholders,how to enhance the ability of public security organs to deal with public health emergencies is the main research and discussion of this paper.Under the background of COVID-19 ’s epidemic situation,this paper will focus on the public security organs in F City,Guangdong Province,and will focus on the public security organs,using the methods of literature analysis,case analysis,interview and other research methods.according to the ideas of raising,analyzing,finding out the causes and solving the problems,we creatively apply the crisis management life cycle theory,the new public service theory and the public crisis management theory.On the basis of combining our own work,this paper first analyzes the effectiveness of the public security organs in dealing with the incident from the life cycle theory of crisis management theory,then analyzes the problems existing in different stages,and finally aims at the specific problems,pertinently proposes to improve the early warning and pre-plan design of incident disposal,strictly implement the emergency disposal work,establish and improve the emergency disposal capability evaluation system and sum up experience.Improve the level of scientific decision-making,so as to further enhance the ability of public security organs to deal with public health emergencies.These countermeasures and suggestions are of strong guiding significance to guide the public security organs of other prefectures and cities to respond to the same incident,and hope to make scientific decisions in the future work to provide a strong guarantee for social and political stability and development.
