| In recent years,most cities have carried out the renewal of urban villages.The spatial form and the social form of the city have undergone tremendous changes.The reorganization of original villagers and migrants urgently needs new social organizations to manage.New production model and lifestyles also need new management and service mechanisms.As an effective response to rural governance after urban village renovation,"villages turned to communities" has realized the transformation of governance from rural to urban,and spatial governance has gradually changed from disorder to order.In the governance transformation of "villages turned to communities",the government plays a leading and promoting role.The government uses administrative power to promote the transformation of the system and the implementation of policies.Villagers have become residents,and administrative villages have been merged into urban communities.However,due to the existence of the urban-rural dual structure,there are inevitably many shortcomings in the "village conversion".First,the functions of the village organization have not changed substantially.The village collective assets lack effective means to deal with.Second,the organizational structure of the new community has not been straightened out.The overall construction of the community is slow.Third,the villagers have not yet fully integrated into the cultural atmosphere and living environment of the new community,and the transformation from villager to resident has not been achieved.Based on this realistic background,this article cuts from the micro-angle of the district office to empirically study the adjustment of zoning,the transformation of organizational structure,the disposal of village collective assets,and the co-construction of culture in the governance transformation.It is concluded that in the process of "villages turned to communities",the collective assets of the village need to be further restructured.It is necessary to have an appropriate size of the community,and to incorporate modern elements to speed up the pace of community construction.In particular,the community should promote the construction through organizational integration,functional integration,and resource integration.And the community must gather consensus among residents,strengthen the basis of public interest,and eventually realize the transformation of the role of villagers.. |
