| The construction of a public safety video surveillance system is a complex and systematic project.The quality of its construction,the density of its network,and the level of its application in a city determine an important indicator of the city’s modern management level.Against the backdrop of the comprehensive roll out of public safety video surveillance system construction in our country,how to solve the problems that arise during construction,improve the level of networked applications,strengthen operational and maintenance service management,and ensure the application of complex scenarios under new forms has become an urgent issue that the our government needs to face and explore solutions for.This article uses participatory observation,interviews,and case studies to describe the difficulties encountered in the application of the public safety video surveillance system during the epidemic investigation process,based on the construction of the C city public safety video surveillance system.By selecting several representative cases that occurred in the main urban areas of C city,combined with in-depth interviews on the phenomenon,the article studies several stages of development and the problems encountered in the construction of the C city public safety video surveillance system.It was discovered that the problems of the construction content focusing on the construction of front-end points and neglect the "old accounts" problem supported by the back-end the virtual nature of the application and operational management system,the dispersion of shared networking responsibilities,and other factors.Based on this,using the principal-agent theory as a tool and from the perspective of delegation and representation,this article summarizes the common problems in public safety video surveillance system construction from the central government to local governments.Firstly,by analyzing the delegation and representation relationships from the central government,local governments,and construction companies,as well as the horizontal delegation and representation relationships from the people,local governments,public security organs,and construction companies,it uncovers the problem of inconsistent goals caused by obvious information asymmetry.Secondly,in the dispersion of shared networking responsibilities,the article uncovers the problem of unclear ownership,responsibility,and weak departmental construction willingness caused by the phenomenon of multi-agent representation.Thirdly,in the virtual application and operational management system,the article uncovers the problem of collusion between the representative and the supervisor caused by the lack of sufficient supervision and constraints on the agents in the delegation chain formed by purchasing services,which affects the power of the initial principal but does not affect the agents’ actual performance and profit.The article puts forward a variety of optimization countermeasures such as improving supporting laws and policies,formulating targeted reward and punishment mechanisms,and opening up information collection channels to solve the problem of inconsistent goals in video surveillance construction,deal with the choice of agents of economic personnel,change the pattern of information asymmetry,and promote agents at all levels to take the initiative to jointly manage the construction of public security video surveillance systems. |
