Research On The Management Mode Of Video Surveillance Resources For Public Safety In Quanzhou

With the rapid development of big data,cloud computing,internet of things and other technologies,the mode of construction,operation and maintenance,management and use on video surveillance resources for public safety in Quanzhou leading by public security organization has certain limitations,which has greatly affected the use efficiency.How to optimize the management mode of government on video surveillance resources for public safety,solve the problem of sharing on video surveillance resources for public safety among departments,industries and the public,maximize the use efficiency of video surveillance resources for public safety,and enhance the effectiveness of three-dimensional comprehensive prevention and control,expand the sharing service of video surveillance resources for public safety,improve the ability of government departments on public services and urban management,enhance the ability to benefit the people on information of public security rely on the existing private-network and sharing service platform on video,has become an important issue for the government of Quanzhou at present.By consulting the relevant documents of the Central Committee,Fujian Province and Quanzhou City in recent years,as well as the relevant research literature at home and abroad,this paper summarizes that the management mode of video surveillance resources for public safety mainly including decentralized management by the main body of responsibility,management led by the public security organs,and big-government management.Then,based on the statistical data and field investigation data of Quanzhou City Safety Information System,analysis of the existing problems and their causes in four aspects: point coverage,horizontal sharing,business application and maintenance capabilities.Finally,by drawing lessons from the foreign experience,and using the theory of network governance and sub-central governance,this paper explores and puts forward the transformation strategies and suggestions for constructing the big-government management mode of video surveillance resources for public safety in Quanzhou,and then analyse the feasibility of theory and practice.This study concludes that the following five aspects can be used to construct big-government management mode: First,to build a resource synthesis management center,centralized management by the municipal government;Second,to construct a multi-application micro-service system,expand relevant business applications by various industry sub-centers;Third,to formulate the institutional system scientifically and unify the standards of management;Fourth,to explore a pluralistic management mechanism and introduce Government-Society cooperation channels;Fifth,to construct intelligent video government,strengthen the mechanism of video technique and personnel training.
