Research On The Supervision Countermeasures Of "small Power" In Rural Areas Of T Town, Y Count

The countryside is the governing foundation and the source of power of Chinese Communist Party.the Communist Party of China and the source of its strength.The most onerous task of building a modern socialist country in all respects is in the countryside,and the deepest foundation is also in the countryside.Since the 19th CPC National Congress,pushing forward all-round rural vitalization has put forward higher requirements and new challenges for rural governance,and opened up a new path for effective rural governance and "good governance" in rural areas.As the efficiency of rural governance continues to deepen,the focus of social governance is gradually sinking,a large number of policies and project funds benefiting the people are tilted to the grass-roots level,rural governance resources are constantly enriched,and the influence of "small and micro power" is gradually expanding.Corruption problems such as "flies flying” at the grassroots level and "huge corruption by small officials" are on the rise.These irregularities will inevitably affect the people’s sense of gain,happiness and security,and seriously erode the foundation of the Party’s long-term governance.In this context,to explore the supervision and restriction of "small and micro power" in rural areas,and standardize the operation of power,is crucial to promote the modernization of the grass-roots governance system and governance capacity.The paper takes T Town,Y County as an example,through the analysis of the supervision status of rural "small and micro power",identify the problems,dig deeply the factors that hinder the orderly operation of rural "small and micro power",explore the effective way to promote the quality and efficiency of rural "small and micro power" supervision in T town,so as to improve the efficiency of supervision and better serve the grassroots governance.At present,T Town of Y County has taken measures in five aspects and achieved certain results:First,promoting the process reengineering of "small and micro power",realized the standardization of the operation of "small and micro power";Second,grasping the real village affairs of the sunshine project,ensured the masses’ right to know,participation and supervision;Third,improving the management level to standardize the "Ruralcollective three capital management";Fourth,strengthening the construction of the organization team,revitalized the village level supervision and management force;Fifth,strengthening the construction of clean culture,created a political ecology of clean and upright atmosphere.The study found that the current supervision of "small and micro power" in rural areas of T Town mainly faced the following five major problems:The supervising counterparts is weak;The implementation of the "small power" list is not effective;The utilization rate of Sunshine village supervision platform is low;The participation of the masses is low;Violations of discipline and law still exist.There are five main reasons for the above problems : The power of "connecting the government and the people" is easily out of control;Rural governance system alienation;The resultant force of multi-party supervision is not formed;There are shortcomings in rural Party conduct and clean government education;Low cost of violating laws and disciplines.In view of the above problems,the paper puts forward countermeasures and suggestions to improve the supervision of rural "small and micro power" in T Town,Y County,including:First,focus on building a professional village-level discipline inspection and supervision team to improve the quality and efficiency of the supervising counterparts;The second is to highlight the problem oriented,dynamic management list process;Third,expand the channels of openness and promote the full process of "small and micro power" to be open and transparent;Fourth,raise the public’s awareness of supervision and strengthen democratic supervision from the bottom up;Fifth,we will strengthen supervision and accountability at higher levels and establish a sound punishment mechanism.
