Research On The Supervision System Of "Small And Micro Power" At Village Level

The Report to the 20 th National Congress of the Communist Party of China pointed out that in the next five years,the Party will continue to improving the supervision system of the Party with unified leadership,comprehensive coverage,authority,and efficiency,and improving the mechanism of supervision and restriction of power,with internal supervision of the Party as the leading role,and promoting the coordination of all kinds of supervision,allowing the power to exercise under the sunlight.The operation and supervision of village-level “small and micro powers” has always been a focus point in various places,and how to really lock the rights into the “cage” of the institutions has become an issue to be discussed by the discipline inspection committees at all levels.With the promotion of China’s rural revitalization strategy,the coverage of supervision of “small and micro-powers” at the village level is getting larger and larger,and the boundary of power at the village level needs to be further clarified,so strengthening supervision of “small and micro-powers” at village level is an important part of promoting rural revitalization.It is also an important institutional guarantee for the promotion of the “Integration of Three Governances” of morality,legal system,and autonomy in rural governance.In 2015,Wuhu City,Wanzhi District,Hongyang Town took the lead in the country to try to build a new mechanism for supervision and restriction of the township “small and micro powers”,and became the first township in Anhui to implement it.In 2020,the town of Hongyang became the first town where let the tentacles of supervision be further extended to the village level,promoting the introduction of the “Measures on Village(Residence)Financial and Project Plan Management”.The town took the initiative to include the village financial and engineering,procurement,and service projects into the scope of the plan and extend the budget-making process to the village level.At the same time,the discipline inspection and supervision authorities will include the collection,development,and implementation of plans in the scope of supervision of “small and micro power” to improve the planning of village financial management and strictly control the expenditure of village funds to increase the transparency of financial management at the village level.The paper uses the case study method,comparative analysis method,field investigation method,and literature research method to analyze the supervision system of village-level “small and micro power” in Hongyang Town,Wuhu City,and to investigate and analyze the actual work.The specific research work is divided into the following sections: Chapter 1 is the introduction;in this chapter,the research history and meaning,the current situation in China,theoretical analysis of the connotation and method,work and technological innovation,and other specific research connotations are discussed and analyzed.Chapter 2systematically explains the concepts and theories related to “small and micro power”.Chapter 3 is an analysis of the current situation of the small and micro power supervision system in Hongyang Town of Wanzhi District,which is combined with the actual situation of Hongyang Town.And gradually clarifies the current situation of the village-level “small and micro power” system in Hongyang Town and the new features it presents.Chapter 4 introduces the problems and causes of the village-level “small and micro power” supervision and operation system so as to further optimize the supervision system of village-level “small and micro-power”.Chapter 5 is the countermeasures and suggestions for optimizing the supervision system of “small and micro-powers” at the village level.Chapter 6is the conclusion,which mainly combines the analysis of the previous section and makes an overall summary,review,and outlook on the supervision system of“small and micro power” at the village level in order to build a more scientific supervision system of grassroots power.
