Study On The Operation Mechanism Of Regulating Small And Micro Power At Grassroots Level In Yingzhou District,Fuyang City

With the comprehensive implementation of China’s rural revitalization strategy,the modernization of grassroots governance system and governance capacity is required.Standardizing the operation of small and micro power at grassroots level and effectively preventing and curbing corruption of small and micro power are increasingly concerned and valued by the public.This paper takes the operation mechanism of regulating grassroots small and micro power in Yingzhou District of Fuyang City as the research object.From the perspective of mechanism operation process,it conducts a systematic and comprehensive research on the construction,content,characteristics and practical achievements of the mechanism of regulating grassroots small and micro power in Yingzhou District of Fuyang City.On the basis of this research,combined with the problems of regulating grassroots small and micro power mechanism in Yingzhou District of Fuyang city,the corresponding countermeasures and suggestions are put forward to improve the operation mechanism of regulating grassroots small and micro power in Yingzhou District of Fuyang City.Firstly,the paper analyzes the contents of the operation mechanism of small and micro power in Yingzhou District of Fuyang City.This paper sorts out the background and basic situation of the operation of standardized small and micro power in Yingzhou District of Fuyang City,and introduces the construction of the operation mechanism of standardized small and micro power at grass-roots level in Yingzhou District of Fuyang City from two aspects of construction principle and construction process.According to the operation process of small and micro power,this paper analyzes four aspects of the operation mechanism of small and micro power in Yingzhou District of Fuyang city: power allocation and procedure control mechanism,open mechanism,supervision mechanism and accountability mechanism.This paper analyzes the characteristics of regulating small and micro power in Yingzhou District of Fuyang City.Secondly,from the two perspectives of research results and public evaluation,combined with field research,interview results and questionnaire results,the paper analyzes the effect achieved in the practice of standardizing the operation mechanism of grassroots small and micro power in Yingzhou District of Fuyang City.Thirdly,it concludes that there is an imbalance between justice and efficiency in the operation mechanism of regulating grassroots small and micro power in Yingzhou District of Fuyang City,the disclosure of small and micro power does not meet the actual needs,and the lack of joint mechanism of supervision within and outside the Party,and analyzes the subjective and objective reasons.Finally,by referring to the relevant practice of standardizing the operation of grassroots small and micro power in other regions of China,countermeasures and suggestions are put forward to improve and perfect the operation mechanism of grassroots small and micro power in Yingzhou District of Fuyang city: adhere to the bottom line thinking and problem-oriented;Strengthen the fine management of standardizing the operation of small and micro power;Optimize the disclosure mechanism of small and micro power;Build a more complete and powerful supervision system for small and micro powers;Strengthening the construction of village residents;We will improve the level of science and technology and information technology in the exercise of small and micro power.
