Research On The Main Role And Optimization Path Of County Party Committee Office

“County governance,the world peace.” Grassroots governance is the terminal of the national governance system,concerning the national stability and the interests of the masses.Government organs at the county level play an irreplaceable role in the hierarchical structure of the party and government in China.Specifically,the central institutions mainly focus on the top-level design of national development,while the provincial and prefecture-level institutions are mainly responsible for dealing with the common affairs of a larger regional scope.The county-level institutions,on the other hand,are obviously different from the them.They carry out policies and important initiatives brought by the central,provincial and government.They carry out the mass line of the party and charge the local governance directly;they mould the image of Party and government agencies,influence and decide the leadership performance of Party and government institutions and the social credibility.As socialism with Chinese characteristics has entered a new era,reform and development have taken on new features of The Times,and the tasks and priorities of Party committees at all levels have also undergone new changes and adjustments.The duty and the focus of the work in Party committees at all levels have some new changes and adjustments.The reform has entered a critical stage,and the development has also been in a new stage of development.The country and society are in a stage of great transformation and change in which need to deal with various issues,facing with the particular and complex problems.Therefore,the county Party Committee plays an important part in policy transmission,regional function and governance performance.It directly relates to the rise and fall of the country.There are higher requirements for the office of county Party Committee,which faces more chances and challenges.The office of county Party Committee is the key part in the operation of the organs at all levels.The office of the county Party Committee lies in an important position in the overall work.Because it is not only an important political organ to carry out the government orders,but also the “think tank” of the county Party Committee and the leadership.Furthermore,it is the comprehensive service organization for the county Party Committee organs to participate in government affairs and management affairs.At the same time it directly promotes the execution of the county Party Committee’s decisions.Taking the office of K County Party Committee of N autonomous Region as the research object,this paper adopts the investigation,literature analysis and interview method to deeply analyze the functional position and optimal way of the county Party Committee office in the new era.From the analysis,it is concluded some main roles of the county Party committee office: the “staff assistant” to promote the decision-making service,“coordination” to coordinate,“supervision and inspection”to finish the work,and “service guarantee” to operate efficiently.There are four main problems in the management of the county Party committee office: the incomplete connection mechanism between the balance and efficiency of the comprehensive operation;the lack of authoritative timeliness of the implementation of information;the standardization and refinement of the management need to be further improved;the professional quality of talent team construction needs to be further improved.In view of the problems above,there are some reasons concluded:mainly the awareness of executing institution to be improved;the guarantee mechanism of promoting the information and supervision work to be perfected;the management to be standardized;the long-term planning of the team construction to be improved.Focused on these reasons,five policy recommendations are put forward: to improve the level of“institutionalized” management to further enhance the effectiveness of coordination service;to improve the “high efficiency” management level to further strengthen the authority of the implementation of services;to improve the level of “standardized”management to further enhance the standardization of daily services;to improve the“humanized” management level,to further strengthen the professionalism of high-quality team construction;to improve the refined management level to further enhance the initiative of staff services.This paper introduces the theory of national governance,the theory of public organization,the theory of fine management,and the theory of political role as the research basis.Taking K County Party Committee Office of N autonomous Region as a case,this paper focuses on the main role and optimization path of county Party Committee office.The value of this study is reflected in the in-depth analysis of the main problems existing in county Party Committee office.Through the combination of personal practical experience and the daily work of grassroots office,adhere to the innovation mechanism carrier,focus on clarifying the function positioning,enrich and expand the research results of county Party committee office,put forward the path of role optimization,in order to further improve the party and government organs governing ability and work efficiency,and comprehensively improve the level of “three services” work suggestions.
