Research On The Relationship Between Xinshidai Sub-district Office And Resident Committee

The Third Plenary Session of the 18 th Central Committee of the Communist Party of China clearly pointed out that the overall goal of deepening the reform is to improve and develop the socialist system with Chinese characteristics,and to promote the modernization of the national governance system and governance capacity.In the report of the 19 th National Congress of the CPC,it was concluded that socialism with Chinese characteristics has entered a new era.At present,in the governance structure of our country,the neighborhood offices and residents committees are at the forefront of grass-roots governance.Only when the relationship between neighborhood offices and residents’ committees is straightened out,can the national governance system be smooth.Only when the joint efforts between neighborhood offices and residents committees are formed,can the national governance ability be gathered.Especially in the context of the new era,the concept of governance is more prominent "people-centered" and the system plays a more important role in the process of governance.The relationship adjustment between neighborhood offices and neighborhood committees should pay attention to these new requirements in order to better adapt to the new requirements.This paper analyses the new situation faced by the sub-district offices and residents committees in grass-roots governance in the new era from four aspects: more extensive in the field,no longer serving the residents as the main body,new formats and emerging organizations are also included in the scope of governance;more diversified in the demand,more detailed in the content of demand,more stringent in the quality of demand;More abundant,administrative management is no longer singing monologue,more emphasis on the comprehensive use of autonomy,rule of law,rule of virtue and other means;operation is more prominent and efficient,so that residents have a real sense of acquisition.This paper analyses the current situation of the relationship between neighborhood offices and residents committees from five aspects: organizational setup,personnel management,fund management,evaluation implementation and accountability investigation.It also analyses the problems of administrative intervention of neighborhood committees,single subject of grassroots governance,decentralization of street power and insufficient resources sinking from the street level,and lists the administration from the neighborhood Committee level.The contradiction between service time for residents and dependence on grass-roots autonomy for streets is squeezed by affairs.The reasons of system,function,autonomy and participation of social organizations are further analyzed.This paper holds that in the context of the new era,in order to regulate the relationship between neighborhood offices and residents committees,we should improve relevant laws and policies in terms of system construction;speed up the system reform at the level of neighborhood offices to improve work efficiency;enhance the autonomy of neighborhood committees and strengthen the leadership of grassroots governance;and pay attention to strengthening the main force of grassroots governance to provide sources for grassroots autonomy.Continuous momentum.Through the research and analysis of these four aspects,I hope to provide a useful reference for the relationship between neighborhood offices and residents committees.
