The alliance is an important support for the U.S.to maintain its influence in Northeast Asia,and the U.S.-Japan alliance and the U.S.-ROK alliance have become the main pillars of its Northeast Asian security policy.After the Biden administration,the U.S.has paid more attention to the role of its allies and hopes to maintain and consolidate its strategic position in Northeast Asia by strengthening its cooperation with Japan and South Korea.From the perspective of alliances,an important direction of the Biden administration’s Northeast Asian security policy adjustment is to advance the original U.S.-Japan and U.S.-ROK alliances to a trilateral alliance.On the basis of actively consolidating the two bilateral alliances between the U.S.,Japan and the U.S.and South Korea,the Biden administration has significantly strengthened the coordination of Japan-ROK relations and advanced the frequency and institutionalization level of U.S.-Japan-ROK trilateral collaboration.The changing domestic economic and social environment and the changing security situation in Northeast Asia are the basic background of the Biden administration’s Northeast Asian security policy adjustment.The downward pressure on the U.S.domestic economy and the phenomenon of social polarization are the great challenges facing the Biden administration,and its foreign policy also emphasizes serving domestic goals.The contrast in power and the evolution of hotspot issues in Northeast Asia are also the realities facing the Biden administration’s Northeast Asian security policy,and great power competition has become its main strategic goal.In terms of policy philosophy,the Biden administration has placed great emphasis on the role of allies and values diplomacy,and has emphasized the need to strengthen the effectiveness of alliance collaboration through the establishment of so-called"democratic alliances" and "ideological united fronts.In terms of policy objectives,the Biden administration sought to reinvigorate alliances and "democratic values,"highlighting economic security and maintaining military dominance.In terms of policy advancement,the Biden administration actively reinforces ideological identity,promotes supply chain reconstruction and multilateral/bilateral security collaboration in order to achieve its stated policy goals.On the ideological front,the U.S.has been building democratic values and convening global democracy summits to draw closer to its allies,with the intention of forcing them to "draw a line" with China.In terms of economic security,the U.S.has used its allies as the main fulcrum to vigorously promote the construction of a supply chain that excludes China.At the same time,it is building an Indo-Pacific economic framework to challenge the existing economic order in Northeast Asia.The U.S.has also been deepening its alliance with South Korea and Japan to the exclusion of China.In terms of military security,the U.S.military alliance has shifted from a bilateral alliance to multilateral cooperation,strengthening the U.S.-Japan-India-Australia quadrilateral security talks,improving the mechanism of the talks,expanding the topics of the meetings,and increasing the number of members of the talks.At the same time,the U.S.-Japanese and U.S.-Korean military cooperation is being promoted in depth,expanding the scope of cooperation and consolidating the joint defense posture,which is clearly targeted.To a certain extent,the Biden administration of Northeast Asian security policy has to strengthened the U.S.centripetal force toward its allies,easing conflicts with them,and making the stance of Japan and South Korea in the U.S.-China competition more obvious.However,in the area of economic security,although the U.S.supply chain reconstruction program has steadily advanced and interfered with the process of regional economic cooperation,it has not led to the "decoupling" of its allies from China.In terms of the development trend of the alliance system,the Biden administration has continued to promote the evolution of bilateral alliances in Northeast Asia to multilateral alliances and to seek linkages among cross-regional alliances,as evidenced by the deepening of trilateral cooperation between the U.S.,Japan,and South Korea and the alliance system in Northeast Asia with multilateral cooperation mechanisms such as the U.S.-Japan-India-Australia quadrilateral security dialogue and the U.S.-UKAustralia trilateral alliance.
