In recent years,as the United States,Japan,India and Australia have successively issued their own "Indo-Pacific Strategy" or "Indo-Pacific Policy",the term "indo-pacific" has gradually developed from a simple geospatial concept to a geopolitical concept,the attention of political and academic circles in various countries on Indo-Pacific has also gradually increased.Among the many studies on Indo-Pacific,there are two issue that needs to be clarified:to judge the nature of the Indo-Pacific cooperation between the four countries and analyze its strategic trends.Is it a normal multilateral partnership,or a quasi-alliance of four sides,or a multilateral alliance similar to NATO?Where will the cooperation go in the future?In order to answer the above questions,this article introduces three different levels of cooperation between countries,and determines the nature of the current indo-pacific cooperation among the four countries by comparing the three types of cooperation:alliance,quasi-alliance and partnership.This article believes that:first,the four-nation Indo-Pacific cooperation has an alliance dilemma,so it is impossible to form an alliance;second,the four-nation Indo-Pacific cooperation focuses on security and targeted,so it also surpasses the ordinary partnership;Finally,the quadrilateral indo-pacific cooperation has partially met the judgment conditions of the quasi-alliance.The sub-security cooperation treaty has been signed at the bilateral level,and the security cooperation at the multilateral level is also developing rapidly.Therefore,the current nature of the quadrilateral security cooperation should belong to a developing quasi-alliance.Based on the above judgment,this paper discusses the driving force,resistance and prospect of the four-country indo-pacific cooperation in the budding quasi-alliance state,and explores its possible impact on the Indo-Pacific countries and the Indo-Pacific region based on the previous research results of the quasi-alliance theory.I think that because the cooperation between the four countries in India-Pacific has met the conditions for the formation and development of the quasi-alliance at the national and international levels,and the advantages of the quasi-alliance meet the political needs of the four countries,the four countries have a strong willingness to promote the quasi-alliance,therefore the quadrilateral indo-pacific cooperation is likely to be upgraded to a formal quasi-alliance in the future.At the same time,due to the relevant countries’ gradual acceptance of the four countries’ indo-pacific concept,these countries may join the US-Japan-India-Australia cooperation system and promote the expansion of the four-nation indo-pacific quasi-alliance.After judging the nature,motivation,resistance and influence of the four countries’ Indo-Pacific cooperation,and predicting the emergence of "the US-Japan-India-Australia Indo-Pacific quasi-alliance ",this paper gives three policy suggestions on how China should respond.I hope it can help China’s diplomatic practice in the Indo-Pacific region in the next stage.
