Against the domestic and foreign background of the COVID-19,the RussiaUkraine conflict,domestic political polarization,and intensified competition among major countries,the Biden government officially launched the "Indo Pacific Economic Framework(IPEF)" policy on May 23,2022,establishing four pillars of trade and digital economy,supply chain,clean energy(decarbonization and infrastructure),taxation and anti-corruption,aiming to remedy the economic weakness of the "Indo Pacific Strategy",Intended to establish new rules and standards in key areas through this framework,in order to reshape the regional division of labor pattern and create a policy environment conducive to long-term competition with China.This article explores the Biden administration’s IPEF policy from four aspects:policy background,policy connotation,policy prospects,and policy influencing factors,in order to provide reference for possible response measures in China.Firstly,from the perspective of policy background,combined with the analysis of the challenges faced by the United States under globalization,the US government’s Indo Pacific economic policies,and China’s influence in the Indo Pacific region,the formation background,main timeline,and main events of IPEF policy are sorted out;Secondly,at the policy connotation level,by analyzing the specific provisions of the "four pillars"(trade,supply chain,clean energy,taxation,and anti-corruption)and the key areas of IPEF policy(digital economy),the strategic intentions of the United States and the characteristics of this framework are summarized.And by analyzing the pertinence,exclusivity,flexibility,small multilateralism,and value characteristics of the IPEF policy in the United States,we observe the foreign policy characteristics of the Biden administration from the perspective of the IPEF policy in the United States.Then,at the level of policy prospects,analyze the shortcomings of the IPEF policy itself and the political and economic constraints in the United States,and discuss the uncertainty of the framework in the future;And explore the prospects of IPEF policies by analyzing member states’ attitudes towards American hegemony,IPEF policies,and decoupling from China;Finally,at the policy impact level,the impact of IPEF policy on the Indo Pacific region and China will be discussed separately;And try to propose China’s response measures by improving the construction of digital industrial chains and promoting the development of regional cooperation mechanisms.
