The "State Cadres down to the Communities" is a kind of symbolic emergency response mode for blocking the transmission chain of virus and ensuring the public security in the closed cities of our country.From the perspective of administrative control,the existing studies focus on "efficiency-legality" constraints,and make in-depth analysis of the system reform,system improvement,combination of specialized and mass organizations,technical support and other issues of the emergency management system of our country;from the perspective of collaborative mobilization,the existing studies focus on the organization and mobilization between levels within the bureaucratic system and the government’s "multi-line mobilization" of volunteer groups,enterprise organizations,various associations,resident individuals and other participants,especially the specific ways of their integration and collaborative action,which have attracted scholars to explore the interpretation and policy potential of the relevant theories.However,the above two perspectives mainly give many static explanations based on the results,lack of solid analysis on the interaction and coordination mechanism between organizations,and fail to explain the structural and process problems between state power injection and grassroots emergency management organizations from the dynamic level.Based on the structured theory of Giddens and Barley,this study takes the T and H districts in the outbreak of COVID-19 in S city in 2022 as the control sample.Based on the researcher’s personal experience as an anti-epidemic volunteer and the life experience of participating in the epidemic prevention and control work,the paper uses process tracing method to try to capture how to change the existing structure when two different primary governance bodies in the same community face external shocks such as closed control management and cadre down.Based on this,the researcher takes the discussion of how the activists adapt to and break the existing rigid institutional constraints as the "transcendental probability" in the structural theory.Then,the researcher conceptualizes the causal mechanism that the experience clues focus on,and condenses three causal mechanism components of demand construction,function change and role division.Finally,the researcher returns to other observable facts in two cases,searches for more extensive empirical evidence that map out the components of causal mechanism,and constructs the theory by iteration of logic and experience.
