| In the report of the 20th National Congress of the CPC,Xi clearly put forward the major strategic thinking of the overall national security concept,emphasizing that national security and social stability are the prerequisite for reform and development,and emergency management is an important part of implementing the overall national security concept.In terms of prison management,the Ministry of Justice has also proposed to comprehensively strengthen internal prison management and improve emergency response plans.In recent years,the prison system has significantly improved its management level around the goal of building a new type of prison that integrates safety,civilization,rule of law,wisdom,and integrity.How to interpret the connotation of emergency management in prison emergencies based on specific prison work is a new topic that prison workers are constantly considering.Taking Prison A as the specific research object,this paper comprehensively applies crisis management theory,emergency management theory and collaborative governance theory to analyze the new situation and new challenges faced by prison A’s emergency management.Combining the specific events and questionnaires of criminals attempted suicide,this paper analyzes the problems and reasons of prison A’s emergency management,and then draws lessons from the United States and domestic Beijing Practical cases and effective experiences of emergency management in prisons such as Shanghai,proposing improvement measures for emergency management capabilities in response to prison emergencies.The research results indicate that the main problems in the emergency management of prison A’s emergencies include:(1)loopholes in the emergency plan for emergencies;(2)Lack of effective means for resource allocation and collaborative collaboration;(3)Inadequate construction of emergency monitoring and warning systems;(4)The supervision and emergency response capabilities of grassroots police are not strong.The causes of the problems include:(1)inadequate construction of the prison emergency response plan system;(2)The emergency linkage coordination mechanism is not perfect;(3)Weak monitoring and warning construction and crisis awareness;(4)The lack of professional talents for crisis response and the lack of specialized training in police basic policing skills.In response to these issues,the paper proposes corresponding improvement measures,including establishing a sound emergency response plan system for emergencies,strengthening the construction of departmental coordination mechanisms,improving the regulatory safety prediction and early warning prevention mechanism,and strengthening the construction of prison emergency response talent teams. |
